POSITION SUMMARY | The Title VI Officer is responsible for developing, managing, and coordinating the University's compliance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d et seq. ("Title VI") and other related federal and state obligations. The Title VI Officer has three major areas of responsibility. The Title VI Officer (1) oversees complaint resolution for potential violations of Title VI and administers related campus Title VI policies and procedures; (2) oversees and manages education and training programs pertaining to Title VI; and (3) serves as lead campus adviser on Title VI compliance to all levels of the administration. | | | |
Department Summary | The UCLA's Civil Rights Office (CRO) identifies, communicates, investigates and works to uphold civil rights protections for students, staff, faculty and other academic personnel, as well as patients at UCLA Health. CRO works to advance civil rights protections for all Bruins and ensure that members of the UCLA community can study, work, live, and receive medical treatment free from discrimination, harassment, and sexual violence. |
Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Complaint Investigation 1 | • Under the Direction of the AVC for Civil Rights, overseeing the investigation and resolution of Title VI-related complaints, including working closely with the Dean of Students Office, the Academic Senate, Academic Personnel, and other University offices with responsibility for responding to such complaints, and including advising heads of campus departments, units or schools, other key administrators, and key Academic Senate leaders about potential complaints and resolution after investigations. • Exercise independent judgment in the intake, investigation, and resolution of Title VI discrimination, harassment, and/or retaliation complaints. • Provide impartial consultation, dispute resolution, and problem solving for complainants. • Ensure that Title VI investigations of UCLA employees are fair, impartial, and thorough. • Ensure that Title VI investigation reports are credible and based on a clearly articulated standard and that findings are issued in a timely manner. • Serve as a campus resource and coordinator for responding to all Title VI claims. • Supervise Title VI investigations and consult on Title VII investigations that implicate Title VI. Report all findings stemming from Title VI-related investigations to appropriate campus units. | 60% | Policy and Procedures, and other Duties | • Develop and update policies, procedures, and guidance relating to Title VI investigations. • Direct institutional efforts for compliance with Title VI and related federal and state laws, and University policies and procedures. • Develop and administer methods and activities to monitor and ensure that the campus complies with obligations under Title VI and other related laws, policies, and procedures. • Collect and report, on an annual basis, summary data about Title VI complaints, investigations, and resolutions. Partner with Dean of Students Office to ensure that Title VI complaints and investigations are appropriately documented consistent with best practices. | 10% | Outreach, Education, and Training | • Initiate and oversee Title VI education and training programs. Manage compliance with federal and state requirements for training, if any. • Disseminate information on case law, legal and policy developments and appropriate management practices.
