POSITION SUMMARY

Reporting directly to the Vice Chancellor for Research and Creative Activities, the Director of Research Security and Export Controls (Director) is responsible for strengthening protections and minimizing risk to research & development initiatives for the entire UCLA campus. This will be achieved through leading the strategic development, consistent implementation, and administration of policies, procedures, programs, and systems related to research security and export controls.

The Director will serve as the campus' expert and primary representative for research security and export control matters, engaging with internal stakeholders and external entities, including federal research sponsors, in alignment with NSPM-33 requirements. The Director will direct, oversee, and monitor research security and export control processes to ensure compliance with federal laws, regulations, sponsor requirements, University of California, and UCLA policies and procedures.

The incumbent will direct the design, development, and delivery of ongoing communication, education, and outreach to the campus research community in research security and export control matters, and will work collaboratively with UCLA leadership, other UC campuses, and the UC Office of the President (UCOP) to effectively and efficiently mitigate research security and export control risks encountered by the campus. The Director will manage a highly specialized technical team of research security and export control staff to carry out these initiatives.  A critical component of the Director position is serving as a strategic partner to a range of campus units, including but not limited to: the Office of the Vice Chancellor for Research and Creative Activities (ORCA) Research Policy and Compliance, the Technology Development Group (TDG), Office of Research Administration (ORA), Dashew Center, Legal Affairs, Purchasing, Business and Finance Solutions, IT Services, Office of Ethics, Compliance & Audit Services, Graduate Education, External Affairs, Academic Personnel Office, various schools, departments and research centers, and sales and service units. The Director is expected to support the entire UCLA campus in reaching organizational goals.

 

 


Department Summary

Research Policy and Compliance (RPC) provides leadership, regulatory expertise, professional guidance, and administrative support to the campus in order to promote the ethical conduct of research and to facilitate compliance with federal, state, University of California, and UCLA regulations and policies. RPC supports the Vice Chancellor for Research and Creative Activities in his roles as the Institutional Official for the Animal Care and Use Program at UCLA, and as the Research Integrity Officer. RPC serves as the administrative home for the UCLA Export Control compliance program and convenes and provides support for a number of faculty-led committees. RPC staff also work collaboratively with staff of Legal Affairs, Academic Affairs, and Office of Research Administration (ORA) on special reviews. It is a part of the Office of Research and Creative Activities.

Strategic Leadership, Development, and Management of Research Security Initiatives

1. Lead a highly specialized team to drive the strategic development, implementation, and administration of UCLA campus research security and export control policies, procedures, programs, and systems to strengthen protections and minimize risk to research and development initiatives.  2. Serve as the organizational expert on relevant research security and export control compliance issues. Make recommendations to senior management concerning all aspects of research security and export controls. Serve as a liaison between UCLA, and national and federal regulators.  3. Serve as a strategic leader and advisor to campus leadership, faculty, staff, and the entire UCLA community in the interpretation and appropriate application of research security requirements & guidelines, and federal export control regulations, including, but not limited to, those established by the White House Office of Science and Technology (NSPM-33), Department of Defense, Department of Energy, NASA, National Science Foundation, National Institutes of Health, the National Institute of Standards and Technology, the Department of Commerce Export Administration Regulations (EAR), the Department of State International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC), and other applicable US export control regulations.  4. Review and approve recommendations for research compliance programs related to research security and export controls. Proactively assess campus risk and vulnerabilities, and establish systems, policies and procedures to immediately protect research and development initiatives across all of UCLA campus.   5. Direct the development of federally-mandated risk mitigation plans for proposed research in collaboration with ORA and IT Services to ensure compliance with national cybersecurity requirements.   6. Drive campus-wide compliance by guiding campus units in developing processes that meet evolving federal requirements, such as international travel.  7. Address potential and actual research compliance violations. Partner with the campus Compliance Office and other departments as needed appropriate.  8. Lead the development and ongoing maintenance of UCLA campus policies, procedures, and guidance related to research security by actively monitoring the regulatory landscape and ensuring timely updates.  9. Effectively communicate critical research security and export control risk analyses and policy updates to key stakeholders through both ad-hoc and standing committees. Develop and implement solutions to mitigate identified risks.  10. Represent ORCA and lead process development initiatives for reviewing high-risk research affiliations.  11. Direct collaborations with ORA, TDG, Compliance & Audit Services and other key stakeholders regarding research security and export control issues in research agreements, proposed international research collaborations, and any other activity that carries research security and/or export control risks.  12. Develop and maintain strategic relationships across the campus, with UCOP, external research sponsors, and professional associations on matters related to research security and export control.

Research Security Communication and Education

1. Lead engagements with external audits related to research security and export controls. Ensure action items are effectively managed to ensure any findings are addressed and corrected. Partner with the UC Office of the General Counsel, the Office of Ethics, and Compliance & Audit Services as appropriate.  2. Drive the development of a sustained campus-wide outreach and training program to strengthen collaboration and awareness around research security and export control.   3. Direct the development and maintenance of foreign engagement research security and export control websites, as well as other communication vehicles.  4. Maintain expert-level knowledge of evolving research security and export control standards by actively engaging in professional development, including reviewing key publications, attending conferences and trainings, and participating in strategic forums and webinars.  5. Serve as a trusted technical advisor to the campus community on research security and export control matters, providing expert guidance on emerging issues and regulatory changes.  6.
