POSITION SUMMARY | Under the broad direction of Utilities, Senior Educational Facility Planner, Assistant Director, and Director of Maintenance & Alterations, provide full responsibility over a staff of building engineers to provide preventative maintenance, repair service, maintenance, operation, renovation, and project engineering for campus-wide HVAC system. Provide direct and oversight supervision of up to 40 staff personnel including Lead Steam Operating Engineers, Steam Operating Engineers, Lead Service Engineers, Service Engineers, and Facility Mechanics/Workers. Plan and schedule work, prioritize and assign resources, evaluate performance, and develop programs to improve productivity. Prepare project budgets, work estimates, and monitor project budget performance. Select, hire, and train personnel, evaluate their performance, and administer discipline when necessary in accordance with university policy and represented employee contracts. Provide technical coaching and interface with non-university service providers. Represent Maintenance & Alterations (Facilities Management) department and its associated staff to academic and all levels of University administration. | | | |

Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Project Management | 1. Manage all regulatory preventative maintenance, mechanical repair, deferred maintenance, major repairs and alteration projects as it relates to the campus building infrastructure systems. Coordinate all project management activities with the Utilities, Senior Educational Facility Planner, Assistant Director, or Director of Maintenance & Alterations, as needed to ensure effective utilization of resources. (E) 2. Meet with Utilities, Senior Educational Facility Planner, Energy Services, Design and Project Management, Facilities Management, and technical resource personnel to establish work scope, identify job requirements, determine schedule and budget. (E) 3. Develop cost comparisons and analyses, and identify schedule of job activities. (E) 4. Initiate work requests by identifying labor requirements and needs, ordering materials and equipment, reviewing specifications and obtaining approvals as needed. (E) 5. Develop project budgets to ensure projects are properly funded and cost overruns are avoided. (E) 6. Coordinate project schedule to minimize interruption of classes and special events. (E) 7. Ensure proper notification of work schedule is given to client and impacted personnel. (E) 8. Provide Utilities, Senior Educational Facility Planner, Assistant Director, or Director of Maintenance & Alterations with project schedule to integrate into master planning schedule for other crafts or divisions involved. (E) 9. Monitor projects to ensure completion. (E) 10. Inspect projects on an on-going basis; ensuring project meets specifications, schedules, costs and quality standards. (E) 11. Discuss status of work with on-site engineer or contractor to assess progress; determine additional needs and adjust schedules as necessary. (E) 12. Resolve problems related to schedule, delays in delivery of material and equipment, unanticipated obstacles arising from construction documentation, customer initiated changes in scope of work, and problems in quality control. (E) 13. Assess and initiate appropriate remedies, obtaining customer approvals and communicating with internal support personnel. (E) 14. Apprise Utilities, Senior Educational Facility Planner, Assistant Director, or Director of Maintenance & Alterations of problems and remedial actions. (E) 15. Coordinate work assignments with Campus Craft, Energy Services, Design and Project Management, outside contractors, Capital Programs and campus departments for preventative maintenance, repair services, emergency services and construction and alteration projects. (E) 16. Develop evaluative criteria to assess quality of services rendered, labor cost, and overall cost effectiveness. Recommend alternatives for future projects by providing cost/comparison analysis to Utilities, Senior Educational Facility Planner, Assistant Director, or Director of Maintenance & Alterations. (E) 17. Develop work schedules to cover off hour shifts. (E) 18. Evaluate preventative maintenance programs to ensure proper procedures, frequencies, documentation, and quality level are achieved. Evaluate overall operation of the building utility distribution systems for efficient optimal and economical operation. (E) 2. Analyze technical operational data to develop and implement preventive and deferred maintenance projects to improve, renew and modify existing system operations. (E) 3. Develop systematic and methodical work plans and schedule on-going repair and preventive maintenance work. (E) 4. Review regulatory code requirements to determine overall compliance in performance, record keeping and agency reporting. Identify systemic malfunctions or irregularities and take necessary remedial action. (E) 5. Analyze repetitive and unanticipated mechanical/utility system problems, and develop corrective action solutions and implementation processes. (E) 6. Consult with other craft superintendents, project architects and engineers (internal and external), consultants and contractors to provide building systems analysis on building automation projects. Prioritize work project and establish methods that utilizes human resources to improve overall operations of the shop by developing training and retaining qualified, highly skilled personnel. (E) 2. Establish training programs to increase operations and maintenance skills of assigned personnel. (E) 3. Supervise performance appraisal through development of written job descriptions, work expectations, feedback sessions, and formal evaluation processes. (E) 4. Resolve disputes, conflicts and problems as quickly as possible by encouraging open and participatory communication. (E) 5. Counsel employees on disciplinary matters and take appropriate action in accordance with collective bargaining agreements and university policy. (E) 6. Initiate necessary support documentation on personnel actions, e.g. merits, reclassifications, temporary promotions, outstanding performance awards, and disciplinary actions in coordination with Utilities Senior Educational Facility Planner, Assistant Director, and Director of Maintenance & Alterations, Maintenance & Alterations Staff Assistant, Facilities Personnel and CHR. (E) 7. Meet with union representatives, other employee representatives and/or personnel professionals to resolve personnel related matters. (E) 8. Maintain an effective safety program to increase occupational safety awareness, while enhancing productivity and efficiency in coordination with the Utilities, Senior Educational Facility Planner, Assistant Director, Director of Maintenance & Alterations, EH&S, and Facilities Personnel. (E) 9. Recruit, select, hire, train and evaluate new personnel in coordination with Utilities, Senior Educational Facility Planner , Assistant Director, Director of Maintenance & Alterations, staff assistant and facilities personnel. (E) | 15% | Budget Management | 1. Manage resources allocated to the campus infrastructure group for operational maintenance services. Monitor project costs and overruns by utilizing weekly budget reports. Oversee the Labor Reconciliation Report for the group or CES, and apprise the Utilities, Senior Educational Facility Planner, Assistant Director, or Director of Maintenance & Alterations of problems as necessary. Consult with Utilities, Senior Educational Facility Planner, Assistant Director, Director of Maintenance & Alterations, and Campus Purchasing Agent to coordinate materials and supplies for scheduled and on-going projects. (E) 3. Ensure all labor and material charges on projects are properly initiated and cleared prior to closing of a project (E) 4. Review staff time records (KRONOS) daily to ensure time charged to work orders. (E) 5. Control use of overtime, On-Call and Call Back time in accordance with division policy. Gather data, analyze, write and submit proposals or Contract Work Orders designed to meet immediate objectives (related to projects) and/or attain long term goals. (E) 2. Write or review technical reports pertaining to specific problems or project requests, staffing needs, and/or building maintenance and identify obstacles to management's goals and objectives. (E) 3. Advise management on issues pertaining to work rules, working hours, pay, work schedules, changing working conditions etc. (E) 4. Determine equipment needs and control use of materials supplies and equipment. Direct periodic inventories and authorize purchase of all necessary materials and supplies. Advise Utilities, Senior Educational Facility Planner, Assistant Director, or Director of Maintenance & Alterations of requirements. (E) | 10% | Emergency Response | 1. Initiate the Facilities Management Disaster Initial Response Team (DIRT) if Manager or Director of Facilities Management is not available for consultation. Assume command of DIRT and the Facilities Management Emergency Operations Center until relieved by Manager or Director of Operations. (E) 2. Coordinate Facilities Management emergency response with appropriate campus or CHS personnel (such as EH&S and UCPD) and external emergency response agencies and public utilities. (E) 3. Ensure that appropriate safety precautions are followed. Exercise discretion, as necessary, to restrict access to or evacuation of potentially hazardous buildings, campus areas or CHS. (E) 4. To the extent possible, communicate with affected campus/CHS community regarding the problems and measures being taken. Utilize Trouble Call Dispatchers, as needed, to assist in relaying information to concerned campus and CHS personnel. (E) 5. After the emergency has subsided, ensure all necessary follow-up (such as clean-up, additional repairs, possible preventative solutions) is communicated to appropriate Facilities Management personnel, ensure that necessary communication to the Building Coordinator and/or emergency contact has taken place informing him/her of the nature of the emergency, the response, the impact to the building/CHC and any necessary follow-up. (E) 6. On a rotational basis, provide response on and off hours and weekends to the on-call Superintendent, coordinate any single craft or multi-craft response to off-hours routine and non-routine emergencies. Consult with Trouble Call Dispatchers, Area Engineers to determine extent of emergency and appropriate response. Direct Trouble Call Dispatcher on what action(s) need to be taken which may include calling back Facilities Personnel, alerting Building Coordinators and/or emergency contacts, EH&S, UCPD, or external emergency response personnel. If situation requires, return to work in off-hours and assume overall direction of the emergency response effort. (E) 7. When not on-call, respond as needed and available to the on-call Superintendent to consult regarding appropriate response. Maybe required to return to work to assume responsibility for an emergency response requiring your technical expertise. (E) 8.
