POSITION SUMMARY

The Construction Manager assigned to new construction, renovations, modifications, and repairs of facilities under the management of Housing & Hospitality (H&H). Major duties include identifying facility needs; developing project budget and schedule; frequent review of and travel to construction sites, requiring ability to climb ladders, walk and work in various rough graded sites, and lifting/lowering of weighted objects; diligently initiate, monitor and follow through on all construction/project related activities to ensure work adequately reflects clients' needs and is executed in a continuous, prompt manner within the project budget. Requires strong administrative, writing, and negotiation skills sufficient to take full responsibility and accountability in managing assigned projects. Expertise in building mechanical and electrical systems strongly desired.

Key Responsibilities and Essential Functions

Project Management

Assist with user groups to identify needs, requirements, and subsequent project scope of work. After considering all options for project execution, develop project planning analysis including construction needs, schedule, budget and other project specific requirements. Ensure all project activity is in accordance with governing department and University policies and procedures and ensure all actions are reflective of UCOP and Regents' guidelines. Obtain Fire Marshal, Campus Engineers, and other required agency approvals for the project. Follow UCOP Construction Management and Physical Plant Policy Guidelines, fee schedules for consultants, formal bid requirements and enforce UC contract documentation. Strictly adhere to formal delegation of authority. To minimize change orders, conduct timely, periodic review of design and construction document development to ensure work is within original project parameters and all items/issues have been addressed and resolved. Continuously maintain orderly and complete files for all assigned projects and ensure prior to project closing that all pertinent information is contained within the file. Utilize assertiveness and tact to ensure that the project proceeds in a timely fashion and work is performed as scheduled in accordance with contract documents. Recommend consultant(s) if required, negotiate respective scope of services, develop consult authorizations, agreements and related documents required for the project. Upon approval, monitor document processing to prevent project delay. Maintain and/or complete documentation as required to evaluate performance of contractors. Use Microsoft Project software to develop project schedules, monitor progress and take prompt appropriate action to ensure all schedules and budgets are met.

Construction Administration

Process necessary documents, and coordinate and monitor all related activities associated with solicitation of construction bids to ensure minimal delay of project. Review construction bids and process related approval award and execution forms on accepted bid. Represent the University in its contractual obligations with consultants, inspectors, contractors, and vendors. Take lead role in promptly resolving project document related issues. Driving to various on and off campus locations, conduct daily construction site visits to review progress of work relative to construction schedule and timely resolution of any discrepancies Review inspection reports to ensure work is in accordance with contract documents and take prompt action to rectify any nonconforming or unsatisfactory work. Ensure contractor/vendor requests for payment are equitable to the actual work satisfactorily completed as of the request date. Utilize provisions within the University's agreements/contracts to ensure University's and user groups' best interests are met.

Process and maintain accurate documentation of all pertinent events with user groups, consultants, contractors and vendors, including:

- Record of daily construction site activity (daily logs).

- Contractor's adherence to construction schedule.

- Contractor's submittals processing.

- Request for Information.

- Request for Estimate.

- Change Order Request.

- Notification of non-compliance or unsatisfactory work performance.

- Notification to contractor or consultant for failure to perform in accordance with respective agreements/contract documents.

Multiple Project Management

Effectively manage multiple projects of varying complexity and at different stages of completion. Maintain a master project schedule listing each assigned project with respect to milestone activities relative to a common time line, indicating a reasonable plan of execution to keep all assigned projects proceeding on schedule. Continually update master project schedule to indicate progress and activities completed. Exercise sound time management skills and control of projects. Work proactively to mitigate delays, legal confrontation, budget problems and any additional complication that jeopardizes the project or confidence of the user groups.

Financial Management

Develop preliminary project budget based on relevant industry cost data, review with Director of Construction and the user groups, and secure funds. Determine if project requires plant accounting and process related forms. Review project budget at key intervals during design and construction document development phase to ensure sufficient funding to execute scope of work is available. Continuously monitor financial transactions to ensure a positive account balance is maintained at all times. Take immediate action to correct any erroneous accounting transactions that may occur on a project account.

Demonstrate full understanding of relative University accounting methodologies, systems and reports, including:

- Plant Accounts

- Purchase Requisitions

- Construction Agreements

- Consultant Agreements and Authorizations

Communication

Assist H&HS departments to identify and review their projects and assist in determining feasibility, scope of work and ensure their needs and requirements are adequately addressed. Continuously and effectively communicate to user groups, Director of Housing Project Management, and other relevant individuals pertinent information and/or changes to projects as received or as occurring. Effectively communicate with user groups to ensure understanding of extent of project management services, duration of project and overall renovation process. Work closely and communicate scope of work to in-house architects and/or external consultants/engineers. Continuously and effectively communicate with user groups, consultants, Housing Maintenance managers, inspectors, contractors and vendors to ensure projects proceed on schedule and in accordance with contract documents and within budget.

Knowledge of construction management industry standards and practices, safety standards, applicable codes and regulatory requirements including OSHA, building codes, fire codes, ADA requirements etc. Skill and knowledge in managing constructions project with emphasis on managing complex facility capital improvement projects including various project types such as tenant improvement, multifamily residential, food service equipment, mechanical replacements, and life safety systems projects. Skill and knowledge of various delivery methods including negotiated bid, lump sum, and unit price bidding.
