POSITION SUMMARY | Under the direction of the Project Director of the Governors' Climate and Forests Task Force (GCF Task Force) at UCLA, the Program Associate, Impact Assessment (Program Associate) will provide services related to assessing, enhancing, and communicating the impacts of the GCF Task Force. The GCF Task Force is a project based at the UCLA School of Law and Institute of the Environment and Sustainability (IoES), and conducted in partnership with the University of Colorado, Boulder (CU), that supports a network of 43 state and provincial governments from 11 countries to reduce deforestation, attract sustainable finance, and combat climate change. These services will include soliciting and assessing various types of data from member jurisdictions (e.g., remote sensing and forest inventory data, civil servant surveys, economic, social, and biological indicators); coordinating with technical partners such as Ctrees, consultants, and governmental technical staff; utilizing and improving implementation of the GCF Task Force Impact Tracking System and knowledge management database tools; enhancing GCF Task Force communications and storytelling efforts regarding impacts; and developing recommendations for enhancing the relevance, accountability, and sustainability of GCF Task Force programs. These services will also include working with Country Directors and at-large members to ensure information is submitted regularly and with appropriate verification documents, producing policy reports/briefs, developing and disseminating digital communication materials (e.g., website, social media, newsletter), correspondence, and presentations on GCF Task Force issue areas, and collaborating with relevant departments at UCLA (including IoES, Emmett Institute on Climate Change and the Environment at UCLA School of Law, the Center for Tropical Research, the Congo Basin Institute, and other relevant units at UCLA) and CU (Institute of Behavioral Sciences), and other duties as assigned.Strong analytical skills, demonstrated experience with geographic information systems and remote sensing tools, ability to effectively communicate data and results in a variety of written formats, experience working in the global South, proficiency in Spanish, Portuguese, and/or Bahasa Indonesian, and availability for GCF Task Force related travel (2-4 times per year) are required. | | | |
Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | DATA COLLECTION AND ANALYSIS | 1. Under the direction of the Project Director, conduct quantitative data analysis to assess the impacts of the GCF Task Force. This may include data entry/scanning, coding data, using statistical software, database management, and working with data sets that may include remote sensing and forest inventory data, civil servant surveys, economic, social, and biological indicators, as well as other types of data collected and reported by GCF Task Force jurisdictions. (E) 2. In coordination with GCF Task Force Country Directors, jurisdictions, and other partner researchers, conduct qualitative analysis of GCF Task Force projects and performance based on reported and researched data. (E) 3. Develop documentation on the results of the data analysis, including lessons learned and potential improvements going forward. (E) 4. Organize and prepare data as necessary to preserve content, accuracy, frequency of updates, and dissemination of results. This will include utilizing and improving the GCF Task Force Impact Tracking System. (E) 5. Where appropriate, apply data cleaning methods uniformly to large-scale data sets and incorporate system safeguards to ensure all corrections are flagged and explained. (E) 6. Prepare data displays (e.g., charts, graphs, and tables) and summarize methods, results, and findings. This include building out and maintaining a public knowledge database through the GCF Task Force webpage. (E) | 35% | STRATEGIC COMMUNICATION | 1. Under the direction of the Project Director, develop a GCF Task Force communication strategy focused on increasing awareness of the GCF Task Force and disseminating the impacts of its efforts. (E) 2. In consultation with the Project Director, work with Country Directors, at-large jurisdictions, and the GCF Task Force at CU, to ensure timely submittal of regional updates and reports to support the GCF Task Force communication strategy. (E) 3. In coordination with GCF Task Force Country Directors, jurisdictions, and the team at CU, develop and maintain a digital quarterly newsletter featuring the work of the GCF Task Force and its member jurisdictions. Compile and produce content for the newsletter that highlights the impact of this work. (E) 4. Create content/copy for the GCF Task Force website and social media. This may include content using graphics, databases and the data displays developed under the data collection and analysis function described above, and design software. (E) 5. Coordinate with UCLA School of Law and IoES IT staff as needed on website maintenance to sustain accurate and up-to-date information and troubleshoot related issues. (E) 6. In coordination with the Emmett Institute's Communications Director, implement social media strategies to increase awareness of the GCF Task Force's work and sponsored conferences or events through mediums for engagement. (E) | 35% | COLLABORATION AND POLICY | 1. Work closely with civil servants from GCF Task Force member jurisdictions, Country Directors, research and program partners such as CTrees, faculty at UCLA and CU Boulder, and others as appropriate. (E) 2. Regularly attend meetings and conference calls with the Project Lead, Project Director, jurisdictions, Country Directors, research partners, faculty, and others as appropriate. (E) 3. Support the Project Director and broader GCF Task Force team in the design and implementation of Annual Meetings, knowledge exchanges, and other events of the GCF Task Force. (E) 4. Present findings at public policy forums and through events with GCF Task Force jurisdictions, donors, researchers, and others. (E) 5. Produce literature reviews, reports on research findings, fact sheets, and other policy materials as needed. (E) 6. Keep up to date on and communicate with the Project Lead, Project Director, and broader GCF Task Force team about new research findings on climate and tropical forest-related efforts. (E) 7.
