POSITION SUMMARY

The Associate Athletic Director of Compliance and Student Services reports directly to the Senior Associate Athletic Director for Governance and Sport Administration. Primary responsibilities includes oversight of day to day compliance operations monitoring compliance with NCAA, BIG10 and UCLA rules and regulations; supervision of 7 compliance and student-athlete services staff (FTE) administrators; researching NCAA rules, case precedent and interpretations; drafting waivers, violation reports and NCAA submissions; providing rules education. The position has functional responsibility for developing, organizing, and setting the strategic vision for the Compliance program and will ensure the department and all of its 25 athletic programs are in compliance with all department, university, conference, state, and NCAA rules and regulations.  Various areas include department education, monitoring, investigations and other areas within the program that strengthen and enhance the athletic compliance effort and other duties as assigned.

General NCAA and BIG10 Compliance Responsibilities

 • Serve as the senior compliance expert for the DIA, supporting all sports and departments, ensuring all DIA departments, staff, current and potential student-athletes meet university, BIG10, and NCAA rules and regulations.

 • Design and enhance departmental policies and procedures to guarantee compliance with department, university, BIG10, and NCAA.

 • Remain current and uphold the rules and regulations of the NCAA, BIG10, university, and department, including both the intent and spirit of the noted rules and regulations.

 • Collaborate with FAR during reviews or investigations of NCAA infractions and help compile required information and responses.  Investigate any and all potential Level I, II, and III violations of NCAA policy. Communicate with the BIG10office and NCAA as needed.

General NCAA and BIG10 Compliance Responsibilities

 • Oversee full time financial aid administrator responsible for monitoring NCAA regulations that affect student athletes’ financial aid and Athletic Scholarship eligibility as well and interpreting federal, state and university regulations and policies governing financial aid

 • Monitor all departmental activities and programs which involve potential compliance concerns (e.g.,  Agents, Awards, Camps and Clinics, Student-Athlete employment, Disability Insurance, and any other potential benefit matters).

 • Participate in the oversight of the Drug Testing Program, including monitoring of testing, counseling students, maintaining records, and implementing sanctions.

 • Serve as Athletic Department liaison for all NCAA and BIG10 (or subsequent conference) governance topics related to legislation.

General NCAA and BIG10 Compliance Responsibilities

 • Collaborate and work with UC campus partners related to all State and Federal legislation.

 • Oversee and approve department personnel travel related to applicable travel ban states.

 • Collaborate and work with UC campus partners and the Faculty Athletic Representative to serve as the athletics department point of contact related to the Anonymous Reporting System, EthicsPoint. As the department contact lead all investigations and reviews that come in to athletics.

 • Oversee the Head Coach Responsibility program.

 • Oversee the Chancellor and Athletic Director NCAA yearly attestation process.

General NCAA and BIG10 Compliance Responsibilities

 • Travel with teams as needed to maintain culture of compliance and strong working relationships, and provide additional information while off campus. Be a resource for not only staff and student-athletes, but also their families and supporters in those areas.

 • Attend practices and games for teams to support programs, coaches and student-athletes, and monitor practice and competition activities.

 • Provide advice and recommendations on personnel actions, including the evaluation process, promotions, reclassification requests, merit increases, and disciplinary actions as needed.

Oversee and execute department budgets within provided guidelines.

General NCAA and BIG10 Compliance Responsibilities

 • Collaborate with senior staff to develop programs, policies, and processes that create efficiencies throughout the department and administrative areas.

 • Provide leadership, advice, and assistance to department management, staff, and coaches, and represent the interests of the programs and department on a variety of campus issues.

 • In conjunction with the Assistant Athletic Director, Compliance and Student Services review any actual or potential violation of NCAA rules, and recommend procedures to preclude such violations.

Governance

 • Oversight of two full time staff dedicated to Student-Athletes Services surrounding areas of; University housing program and student-athlete housing process, book program, parking and per diem

 • In conjunction with the Student-Athlete Services staff oversee the Bruin Academic and Service Achievement Awards.  (“Alston”)

 • Assist with NCAA compliance related to Name, Image & Likeness.

Department Rules Compliance Expectations

 • The DIA is governed by the NCAA, BIG10, and the University of California.  As an employee of the DIA, incumbent is required to comply with the applicable rules, regulations and policies of those organizations.

    ◦ Remain current with and abide by the rules and regulations of the NCAA, BIG10, University, and DIA.

    ◦ Review and retain all rules compliance documentation disseminated by the DIA Compliance office as it relates to changes and updates to, and rulings on the current rules and regulations.

    ◦ Report all NCAA/ BIG1012 violations per DIA policy.

    ◦ Consult with DIA Compliance Administrative Staff regarding any rules and regulations in question.

    ◦ Attend training classes as necessary.

    ◦ Sign the annual NCAA Certification of Compliance form as required by NCAA Bylaw 18.4.2.1 (d).

    ◦ Comply with all Federal, State, University and Department requirements established pursuant to Title IX, including the mandatory reporting requirements for a "Responsible Employee."
