POSITION SUMMARY

Under the direction of a Police Captain, provides management for one or more department units or divisions. Responsibility for a division rotates among incumbent lieutenants, periodically at the direction of the Chief of Police. Major duties include directing the assigned activities of a division of the department and disseminating orders; ensuring adherence to personnel rules and regulations, reporting violations of policy, and relieving personnel of duty when appropriate; providing continuous command and supervision in the absence of the Chief of Police and initiating command leadership when such action is necessary to fulfill a functional police responsibility.

The UCLA Police Department is a leader in providing progressive law enforcement services to an urban campus and its surrounding community. We do this through patrol, rapid response to calls for service, investigations, education and implementation of preventative strategies. Our work, grounded in a community policing philosophy, utilizes campus partnerships as the most effective approach for insuring a safe campus.

1. Initiate administrative and command leadership when such action is necessary to fulfill a functional police responsibility. (E)

2. Provide continuous command and supervision in the absence of a Police Captain or the Chief of Police, as needed. (E)

3. Disseminate orders, policies and procedures to all assigned personnel. (E)

4. Oversee tactical implementation of field operations within the assigned division. (E)

5. Ensure adherence to Departmental policies and procedures and the proper performance of duties by each member of an assigned division or unit. (E)

6. Supervise, support and consult with Sergeants and other supervisors to ensure proper implementation of corrective action and employee development.(E)

7. Review, approve or respond to disciplinary action and evaluations of employees by Sergeants and other supervisors. (E)

8. Provide a 7 day a week command presence and/or resource for assigned personnel. (E)

9. Coordinate mutual aid with other UC, federal, state and local law enforcement agencies. (E)

10. Develop and deploy comprehensive security plans for Regental and other large scale meetings, conferences, demonstrations and events on the UCLA campus and/or delegate all or portions of such plans to Sergeants. (E)

11. Liaison with counterparts from other law enforcement and emergency response agencies during situations that require interagency cooperation, representing the needs and capabilities of UCPD Officers and Sergeants. (E)

12. Oversee and ensure all divisional projects and staff work are completed in a timely fashion. (E)

13. Develop schedules and monitor deployment to ensure effective community policing strategies for the UCLA community. (E)

14. Respond to concerns of the UCLA administration, staff, faculty, students and attendant community to foster and develop contacts that will result in closer working relationships and the reduction of crime within the area of UCPD responsibility. (E)

1. Establish unit goals and priorities that complement and adhere to Departmental goals and priorities. (E)

2. Plan for changes in personnel, staffing and deployment in response to or in anticipation of identified problems, changing circumstances or strategies. (E)

3. Evaluate organizational practices, procedures and performance with attention to alignment with Departmental mission and service to the community. (E)

4. Initiate organizational improvements to more closely reflect Departmental mission and the needs of the community. (E)

5. Support efforts by Departmental management to define and enhance the Department's mission relative to the philosophy of community based policing.(E)

6. Oversee the personnel decisions of assigned Sergeants including discipline, performance evaluation, and deployment assignments. (E)

7. Make recommendations to Captains regarding serious personnel decisions. (M)

8. Complete administrative investigations for personnel at the rank of Sergeant or unit manager. (E)

9. Complete performance evaluations of assigned Sergeants and unit managers. (E)

10. Delegate, oversee and evaluate strategic planning assignments to Sergeants in the assigned division for later inclusion in comprehensive, Departmental strategic plans. (E)

11. Provide support to Captains in preparing Departmental budgets with particular attention to assigned areas. (M)

12. Monitor budget progress through the fiscal year, with attention to controlling costs within the assigned area, relative to forecasted revenues. (E)

1. Represent the Department on campus committees or special meetings, as assigned or by personal initiative. (M)

2. Attend conferences, training and other developmental activities to enhance management capabilities, research new policing practices and technology, and share experience with a variety of police issues in a collegial environment. (M)

3. Research and recommend new policing products or technologies for use by the Department. (M)

4. Review and pass on recommendations by subordinate personnel for new policing products, procedures and technologies. (M)

5. Implement and integrate new products, technologies and practices into normal operations; monitoring and evaluating results and modifying or creating new policies and procedures to increase effectiveness. (E)
