GENERAL DIRECTION - Indicates that the incumbent receives guidance in terms of broad goals and overall objectives and is responsible for establishing the methods to attain them. Generally the incumbent is in charge of an area of work, and typically formulates policy for this area but does not necessarily have final authority for approving policy.


POSITION SUMMARY

Project Managers are responsible for the coordination of architectural planning, and for the delivery of major capital improvement projects after architectural planning has been completed.  The Principal/Senior Project Manager has primary responsibility for these major capital improvements; s/he is accountable for achieving the established project scope of work within budget and on time for single or multiple projects with an aggregate value of more than $100 million in project costs.  Additional responsibilities include liaison with the campus community, building end-users, systemwide administration and regulatory agencies.  During the planning, design and documentation phases, the Principal/Senior Project Manager is responsible for orchestrating the efforts of outside design professionals (architects and engineers) and various consultants in the development of architectural programs, master plans, preliminary plans, working drawings and specifications.  During the bid-award and construction phases, the Principal/Senior Project Manager is responsible for coordinating the efforts of prime construction contractors, construction managers, design professionals, and testing and inspection agencies in constructing the project. The Principal/Senior Project Manager for this position is primarily responsible for managing Department of Health Care Access and Information (HCAI) related projects.  The Principal/Senior Project Manager shall have the technical ability to manage other project types of equal complexity


Department Summary

Capital Programs is responsible for the conceptualization, planning, design and construction of capital improvement projects for the UCLA campus. In addition to managing projects, Capital Programs staff develop financial strategies, undertake architectural design, conduct building department review of plans and specifications, carry out environmental reviews, and prepare and negotiate construction contracts and agreements, coordinate staging plans, and serve as a repository for project records and as-built plans. Capital Programs is organized into two main operating departments, Capital Planning and Finance and Design and Construction. Capital Programs exercises responsibility over a major capital improvement project building program that exceeds $2 billion in the value of projects in design or under construction. and is among the largest in the nation.

• Analyze programmatic assumptions for project planning, design andconstruction and recommending alternative solutions to space allocation,design objectives, budgeting, funding and phasing issues to ensure thepreparation of detailed program documents reflecting realistic project aspirations and budget and schedule assumptions. The Senior Project Manager is required to assess the project's impact on short- and long-range department goals and impacts to the overall Campus space and master plans. This requiresthe incumbent to have strong analytical skills and to acquire a sensitivity to the larger campus planning context.

 • Manage a project team composed of campus users, representatives of other campus support organizations (other Capital Programs Departments, Facilities Management,Telecommunications, Health and Safety, etc.) design andconstruction professionals, and other consultants responsible for the planning, design and construction of large complex projects on the campus. This requires the incumbent to assume a broad range of responsibilities in the overall administration of projects, and to demonstrate the ability to motivate and evaluate the performance of the internal and consulting professional staff under their supervision.

 • Manage the project expenditures in relation to funding availability to ensure that the project is completed within the limits of the approved budget. The Senior Project Manager is responsible for the preparation and management of the overall project budget including construction budget, and soft costs (including but not limited to: external and internal fees, interim finance costs,special items and contingency), and for managing the interface with the Capital Programs Finance and Planning Department and the systemwide Office of the President, and other funding agencies in regards to budgeting and funding for all project phases. The Senior Project Manager is responsible for anticipating and timely reporting to executive management and potentially affected users conditions that may result in budget problems and/or project schedule delays.The Senior Project Manager is expected to understand the fund managementand reporting requirements of multiple fund sources including Federal (FEMA) funds, State funds, Donor funds, external borrowing and internal campus funds, and to maintain the project records and produce the status reports necessary to meet these requirements. This requires the incumbent to havehighly developed skills inbudgeting, financial projection and reporting.

 • Manage the procurement of services from outside firms, including executive architects and engineers and other specialty consultants, to ensure that themost qualified consultants are selected for each project, and that the scope ofservice is clearly identified and fees negotiated fairly. This requires the incumbent to develop a working knowledge and understanding of University standard agreements as well as of University policy and other funding agencies requirements regarding the selection and retention of outside consultants

 • Manage the procurement of construction contracts, including monitoring the quality of the construction documents. Coordinates the contracting and construction management methodology best suited for each project, including non-traditional bid and construction strategies which require a higher level ofcoordination of construction contracts. This requires the incumbent to develop a working knowledge and understanding of University construction contracts as well as of University policy and other funding agencies requirements regarding bidding and construction contracting.

 • Manage pre-construction and construction phase communication with the UCLA community to mitigate construction impacts. This requires the incumbentto be politically sensitive to the needs of various constituents to ensure thatnegative impacts on the day-to-day campus operations are minimized.
