POSITION SUMMARY

Under the general direction of the Associate Vice Chancellor, Academic Planning and Budget, the Director of Financial Analysis and Decision Support (FADS) works closely with financial officers across academic and administrative units to build, review, and refine financial estimates to assist campus executives in making the best strategic funding decisions. The Director manages the production of organizational and fiscal analyses in support of the annual budget process, advises campus units on how to structure funding requests, and leads managerial reviews undertaken by the VC/CFO and AVC-APB. The Director leads a small team of program analysts that provide analytic reviews that support decision-making for uses of Chancellorial resources as well as the fiscal analyses of all proposals to initiate new and modify current degree programs that are utilized by the EVC/Provost, and Academic Senate leadership. The incumbent is also responsible for the development of budgetary proposals for the establishment of, and annual review of, campus-based fees such as: self-supporting degree fees, professional degree supplemental tuition fees, course materials fees and referenda fees. The Director advises campus units on financial management techniques and helps to develop relevant tools and systems to help campus staff in the financial and strategic planning processes and in navigating certain administrative processes.

 

In concert with the Associate Vice Chancellor, the Director will assist the Chancellor, Executive Vice Chancellor and Provost, Vice Chancellors, Vice Provosts, Deans and other UCLA managers through the provision of information, analysis and, where appropriate, recommendations which facilitate the decision-making process and planning efforts. The Director acts as staff support to selected senior-level committees considering campus wide issues.

 


Department Summary

Reporting to the Vice Chancellor and Chief Financial Officer, the Office of Academic Planning and Budget (APB) supports UCLA executive management and campus-level strategic planning by providing objective and timely data and analysis to inform central and unit decision making processes. It acts in an advisory role to the Chancellor and Executive Vice Chancellor/Provost in the allocation and administration of all campus funds. In addition, the office interacts with the Office of the President (OP) to ensure that the campus resource base and its flexibility are maximized and that the campus academic performance and programs are accurately characterized in systemwide reports.

Working with academic units, APB also plays a key role in providing guidance and support at the programmatic level. APB compiles data from official campus sources and generates institutional information and analyses used by the college, schools, and departments in program planning and resource management. Institutional data are also provided to accrediting organizations, federal departments, the state legislatures, and ranking agencies as part of the accountability reporting schedule. APB supports campus planning by providing standard and customized analyses to individuals and groups charged with making policy decisions and reviewing academic programs.

1. Develop strong, positive relationships with other campus central units to ensure

optimal service to the campus organizations.

2. Working with the Associate Vice Chancellor and peers in the office of Academic

Planning and Budget, provide guidance and support to the campus resulting in an

annual campus-wide financial plans and operating budgets that are strongly linked to

the Chancellor's priorities.

3. Lead a team of analyst staff to assess the budget submissions from each

organization on the campus and coordinate the reviews of performance against

targets.

4.  Make recommendations to senior campus leadership for corrective action

when financial performance is not meeting planned expectations.

5. Build financial models and conduct in-depth analysis and analytical problem solving. Synthesize complex data. Distill information into clear insights so that findings, options and recommendations can be presented to AVC.

6. Provide analytics and tracking to support decisions made by campus leadership

regarding use of discretionary Chancellorial resources.

7. Provide counsel to Deans, Associate/Assistant Deans, departmental chairs and

faculty members regarding the establishment of new self- supporting degree

programs, including working with campus staff to develop the financial plan required

by the Office of the President.

8. Perform financial reviews to support the Academic Senate in their reviews of new

degree programs, departmental establishment, new self-supporting degree proposals

and transfers of State budgeted degree programs to self-supporting programs.

9. Perform financial reviews and process oversight for the establishment of and

updates to student fees; profession degree supplemental tuition and self-supporting

degree programs.

10. Collaborate with staff at the Office of the President to represent UCLA's needs in

such a way that generates the best policy and actual outcomes for the campus

(particularly as it relates to new sources of revenue and related fees).

11. Work closely with the Associate Vice Chancellor and other leaders in the APB

group to continuously rollout new best practices and changes that best position the group to have the greatest impact in supporting UCLA's mission of teaching, research and service.

12. Manages and develops a team of professional analysts. Duties include supporting their work through direction, feedback and collaboration to drive successful project outcomes.  Also includes training analysts on UC and UCLA policy as well as budgeting and financial tasks.
