POSITION SUMMARY

Under the general supervision of the Associate Treasurer, the Treasury Planning Specialist performs advanced liquidity management, investment analysis, financial modeling, and forecasting in support of UCLA's mission and departmental objectives. The incumbent serves as a key resource for UCLA Foundation treasury activities and plays a critical role in advancing treasury programs, strategic initiatives, and financial planning efforts across the University.

 

This position is a key member of UCLA's Treasury team and serves as a primary liaison between UCLA Foundation's finance operations and key stakeholders, including and not limited to the UCLA Investment Company, UCOP, and UCLA's VC and CFO organization.  In their role, the Treasury Planning Specialist through their collaborative approach ensures effective coordination, communication, and alignment on financial, investment, liquidity, endowment, and treasury-related matters with UCLA campus financial leadership. The Treasury Planning Specialist is primarily responsible for supporting the UCLA Foundation's financial management, investment administration, liquidity planning, and treasury operations. The position also contributes to institution-wide treasury initiatives related to liquidity, debt management, and investments by developing financial forecasts, analytical models, and management reports. The overall responsibilities include cash flow forecasting, investment earnings allocation analyses, cash management activities, and the administration of treasury and banking processes, ensuring effective Treasury management and operational efficiency.

UCLA Foundation Liquidity Management and Financial/Investment Analysis

ʉۢ Manage the UCLA Foundation's Short-Term Investment Pool (STIP) liquidity, including daily cash monitoring, forecasting daily cash balances, maintaining an appropriate available balance in UCLA Foundation accounts. Conduct periodic reviews of liquidity targets and recommend adjustments as needed. Coordinate with the UCLA Investment Company to implement rebalancing activities and ensure STIP liquidity remains above established target levels.

ʉۢ Support broader UCLA Foundation University Investment Pool (UIP) liquidity management through long-term cash flow planning and forecasting. Analyze trends in gift receipts, investment earnings, operating expenditures, and other cash activities. Develop, maintain, and enhance a rolling 12-month (or longer-term) liquidity forecast model to support investment allocation decisions, optimize cash deployment, and ensure adequate liquidity is available to meet operational and strategic needs.

ʉۢ Conduct strategic analyses to assess the Foundation's long-term financial sustainability and its impact on liquidity requirements. Develop and maintain long-range financial models, executive dashboards, and management reports to provide leadership and the Board with insights into future funding needs, financial risks, and opportunities to strengthen the Foundation's financial position. Support strategic planning initiatives through quantitative analysis, scenario modeling, and financial forecasting.

ʉۢ Review endowment-related distributions and cost recovery processes, including the calculation, allocation, forecasting, and reconciliation of endowment payouts, Endowment Cost Recovery (ECR), and administrative fees in accordance with Board-approved policies. Coordinate with the UCLA Investment Company and Accounting to ensure accurate recording and reporting of investment distributions and related transactions.

ʉۢ Develop, maintain, and enhance financial models and forecasts for endowment payouts, Endowment Tax, ECR revenue, investment income, and other funding sources to support annual budgeting, long-term financial planning, resource allocation, and strategic decision-making.

ʉۢ Perform ad hoc financial and investment analyses to support Foundation operations, strategic initiatives, and decision-making.

ʉۢ Develops analysis to support financial planning, resource allocation, and strategic decision-making across the University.

ʉۢ Performs complex financial modeling, investment analysis, and scenario planning to evaluate treasury strategies, funding needs, and institutional financial initiatives.

ʉۢ Supports debt management activities, including debt-related analysis, reporting, compliance monitoring, and participate in evaluation of financing alternatives and capital funding strategies.

ʉۢ Partners with campus departments and key stakeholders to enhance treasury business processes, improve financial reporting and data governance, and support the implementation, maintenance, and optimization of treasury management systems, forecasting platforms, financial databases, and analytical tools.

UCLA Foundation Liaison and Stakeholder Coordination

ʉۢ Serve as the primary liaison among UCLA Foundation Finance, the UCLA Investment Company, UCOP, and UCLA VC & CFO organization, facilitating collaboration on investment, endowment, liquidity, and cash management activities to ensure alignment with organizational objectives and policies.

ʉۢ Review and validate investment- and endowment-related data, calculations, and reports to ensure consistency among key Stakeholders. Identifies, investigates, and resolves discrepancies across financial records, reports, and data sources; partners with Investment Accounting and other stakeholders to troubleshoot issues, reconcile information, and ensure alignment, accuracy, and consistency of financial data.

ʉۢ In collaboration with UCLA Treasury and UCLA VC & CFO leadership, support preparation of UCLA Foundation Board reports and management decision-making by preparing financial analyses, presentations, reports, recommendations related to investment performance, endowment activity, spending distributions, liquidity management, and other strategic financial matters.
