POSITION SUMMARY

Under the general supervision of the General Manager- Transit Operations, independently perform a variety of functions, with a focus on day-to-day management of demand-responsive transit services, data analysis for the Transit Operations unit as a whole, and financial modeling and reporting. This will include, but not be limited to, financial accounting and budgeting, business modeling, long-range planning, and demand-responsive operations supervision including customer support. Offer general budget support for colleagues in the Fleet Services unit as needed. Manage data flow and integrity to support BruinAccess, UCLA Safe Ride, Bruin Bus, and charter services business metrics monitoring and reporting. Use a variety of software tools including Tripshot, Tableau, and Geotab to develop standard and ad hoc queries and reports, with focus on organizational goals. Provide financial oversight including monitoring revenues and expenses to meet performance goals and objectives, and to support maintenance of the Transit Operations vehicle and equipment portfolio. Serve as unit data administrator for Transit Operations, quality assurance management, and liaison between database users and IT personnel.

Provide process training and technical training for a variety of individuals at different classification and skill levels. Ensure that demand-responsive operations meet required performance measures and applicable state and federal requirements, including through supervision of operations supervisors and front-line service personnel. Act as the primary interface between Transit Operations and the E&T Finance and Business Requirements Management units, Campus IT, and F&T on database issues, business cases, and related systems functionality. Provide support to the Strategy & Business Analysis unit and technical assistance on special projects as needed.

1. Conduct analyses to facilitate vehicle maintenance and performance metrics, activity indicators, and productivity standards. (E) 2. Ensure compliance with all applicable federal, state, University and departmental rules, regulations, and policies.

(E) 3. Prepare documents for budget, various analyses, auditing and fiscal closing.

(E) 4. Establish and maintain cooperative working relationships with external vendors as necessary to support the charter services function. (M) 5. Respond to customer inquiries, complaints and suggestions in a prompt, clear and concise manner. (E) 6. Perform complex analyses using a variety of information and program interfaces from multiple database sources to develop and forecast inventory, costs, capital debt, and financial performance in relation to the budget. (E) 7. Serve as an emergency first responder for Transit Operations to follow through on action items necessary to support campus emergency planning activities. (E) 8. Assist with planning and deployment of annual customer satisfaction and employee performance surveys. (E)

9. Support the General Manager, in overseeing the Transit Supervisors and related functions, including driver scheduling, driver services arrangements, directions, and customer communication. (M) 10. Assist with establishment of productivity and quality standards for drivers. (M) 11. Research other technology applicable to the fixed-route and demand-responsive system and make recommendations for new implementations. (E) 12. Assist the General Manager and the Transit Supervisors with assessing staffing needs and overall operational expenses related to fixed-route, and demand-responsive (including charter) programs. Ensure that Accounts Payable-related functions associated with charter services and other vendor services for Transit Operations are managed in accordance with university protocols, including, but not limited to, invoice processing, purchase order requests, and compliance with collective bargaining agreements. DATA MANAGEMENT

1. Manage the data flow for large volumes of data collected through the various F&T databases, Microsoft Access for Transit Metrics, Flagship, and other databases to program interfaces. (E) 2. Develop, modify, and monitor transit performance standards, measures, and targets as part of. (E) 3. Department's Service Delivery Policy and Operations Plan. (E) 4. Provide process training and technical assistance for a variety of individual users at different levels throughout F&T as needed to use the various systems. (E) 5. Develop productivity tools, performance measurements and activity indicators in conjunction with departmental managers. (E) 6. Utilize available technology, including but not limited to webcams, AVL and GPS tracking systems and two-way radios to monitor and evaluate route operations and driver performance. (E)

STAFFING & PERSONNEL MANAGEMENT

1. Interview, hire, train, evaluate, and supervise Transit Operations staff. Take disciplinary action as appropriate. (E) 2. Conduct pre-employment applicant screening including interviewing, background check and coordination of pre- employment drug testing. (E) 3. Orient new direct reports to individual job duties and responsibilities, performance expectations and standards, uniform policies and allocations, and University and departmental policies and procedures. (E) 4. Supervise drivers and provide leadership to ensure a quality and effective transit program is provided to the campus community. (E) 5. Oversee that driver files are maintained to ensure compliance with CHP driver file requirements during safety inspections; ensure that files are up-to-date with copies of current licenses, medical certificates and vehicle proficiency checklists. (E) 6. Establish and foster an effective method of communication between drivers and management for input on such concerns as routes, special assignments, equipment and safety issues, and personnel issues. (E) 7. Evaluate drivers on an ongoing basis to provide feedback on their driving skills and other responsibilities. Provide coaching and/or mentoring as needed to develop and improve employee's performance. Conduct annual performance evaluations. (E) 8. Coach and counsel staff, and implement progressive discipline as needed/appropriate, in accordance with University and departmental policies and procedures. (E) 9. Oversee safety and defensive driving skills training, including initial route and equipment training of new hires and continual refresher safety training for all personnel. (E) 10. Work with the Administrative & Compliance Analyst to ensure compliance with the Drug and Alcohol Testing Program, Driver Safety Training Program and DMV Pull Notice system by scheduling drivers and completing required forms for new and existing employees. (E) 11. Enter and validate Kronos/payroll time entries, including exceptions, adjustments and approvals, as necessary.(E) 12. Conduct regular informational staff meetings to solicit information sharing and promote a cooperative working relationship between drivers, supervisors, co-workers, and management. (E)
