POSITION SUMMARY

Under the direction of the Fleet & Transit (F&T) Director, the Transit Manager is responsible for the successful development, implementation, and management of all elements of the BruinBus program, serving more than 1.3 million customers annually. This includes operation of scheduled fixed-route bus services open to the public, contracted scheduled fixed-route bus services, demand-responsive paratransit and safety shuttle services, and charter vehicle service using over-the-road motor coaches, transit buses, cutaway buses, standard passenger vans, and automobiles.   The Transit Manager is also responsible for the oversight of the campus DMV pull-notice program for driver safety, campus-wide drug and alcohol testing for heavy-duty and commercial vehicle drivers, and serving as a resource for promotion of driver safety for all university employees. The incumbent must be able to articulate and champion the strategic vision set by UCLA Events & Transportation and UCLA Administration to their staff, and achieve associated short and long-term goals and business objectives. These objectives and their related tactics must be performed consistent with the BruinBus Service Delivery Policy, which is a living document responsive to constantly changing demands for campus access and circulation. The incumbent is focused on operations and service delivery, and must have a strong working knowledge of industry state-of-the-practice in disciplines including, but not limited to customer relations management, vehicle and route scheduling, real-time route-level schedule adherence management, customer communications technology, accessibility requirements, and reducing environmental impacts. Close coordination is required with the F&T Strategy and Business Analysis business unit which conducts ongoing analyses of the effectiveness and efficiency of campus transit programs. The incumbent also ensures data integrity related to key performance indicators and leverages data for compliance and resource optimization purposes. The incumbent is accountable for a $5.5M annual operating budget, as well as maintaining and executing a capital plan to replace transit rolling stock. Being on-call round-the-clock is required. They are also accountable for adherence to all federal, state, and local laws and regulations regarding driver safety and training.

FINANCIAL MANAGEMENT

1. Forecast and develop expense and revenue budgets for Transit Operations, including revenue projections, utilization and trend analysis, and commercial benchmarks to maintain a cost-effective transit program. Regularly review, assess and update the 5-year Major Maintenance and Equipment Reserve (MMER) capital plan to ensure that rolling stock is maintained in a state of good repair. (E)  2. Develop rates and fees to ensure full costing, sufficient to recover operating expenses and cost of facility and program enhancements. (E)  3. Review and update pricing strategies regularly for all Transit Operations business units. (E)  4. Monitor revenues and expenses through the vehicle management system and other data tracking systems to ensure that proper cost controls are established, maintained, and refined based on program changes, trend analyses and in accordance with applicable policies and guidelines. (E)  5. Oversee the end-of-month close-out of invoices, charter services and the billing process. (E)  6. Manage and control revenues and expenses to meet financial and operational goals and objectives for Transit Operations .(E)

HUMAN RESOURCE MANAGEMENT

1. Interview, hire, train, coach, evaluate, and discipline staff. Establish and communicate performance expectations clearly; coach and mentor staff with regard to job performance; motivate and empower staff to fulfill or exceed performance expectations. (E)  2. Develop student employee program to supplement staffing and reduce program expenses. Develop student training, certification and testing to meet DOT and DMV guidelines. (E)  3. Orient new employees to individual job duties and responsibilities, electronic tools, uniform policies and allocations, and University/departmental policies and procedures. (E)  4. Oversee development and implementation of work schedules, as well as the transit driver schedule bid process, and provide for the most efficient use of staff and equipment resources. (E)  5. Analyze staff development and training needs, and coordinate an ongoing training program in customer service, technical training, ADA compliance, driver safety training, and related training as needed to maintain a best in class program. Provide passenger-carrying and heavy-duty vehicle operations training for other departments, including, but not limited to , Hospital Patient and Employee transportation, Luskin Conference Center customer transport, and CPO shuttle service. (E)  6. Establish quality customer service standards to achieve overall unit effectiveness. (E)  7. Maintain employee manual for Transit Operations units for compliance through supervisors. (E)  8. Ensure compliance with the F&T Drug and Alcohol Testing (DAT) program in compliance with DOT regulations. (E)  9. Ensure regular safety and staff meetings are held to facilitate information sharing and encourage cooperative working relationships. (E)  10. Analyze short and long-term staffing requirements to provide operational coverage. (E)

MARKETING DEVELOPMENT

1. In collaboration with E&T Marketing & Communications staff, advise on the development and implementation of marketing strategies and publications for Transit Operations; analyze results, and recommend program changes to enhance performance with respect to service standards. (E)  2. Manage an aggressive marketing program for special events and charter services to increase utilization of Transit programs during off-peak hours. (E)  3. Promote and market client-oriented services and ensure that performance standards, service guarantees and customer service standards are maintained.(E)

PROGRAM PLANNING AND MANAGEMENT

1. Develop, manage and coordinate all Transit Operations programs: Fixed-Route buses, Driver/Charter Services, Special Event and VIP transportation, demand- responsive paratransit, and evening safety shuttles, including maintenance of relevant business policies, procedures, and protocols. (E) 2. Maintain an online charter vehicle reservation system and an associated billing application with assistance from Events & Transportation's IT business unit. (E) 3. Manage transit bus inventory, selection procedures, replacement planning, program requirements and compliance criteria. Analyze utilization analyses to provide viable service levels and delivery (E) 4. Oversee BruinBus dispatching and staff scheduling, resource deployment and support to maintain adherence to service standards for trip frequency and on-time performance. Maintain system for continuous communications between dispatch and operators to ensure timely responses to incidents and necessary route adjustments. (E) 5. Work with F&T Strategy and Business Analysis business unit to conduct ongoing analyses of the effectiveness and efficiency of campus transit programs, consistent with the Service Delivery Policy, to ensure maximum utilization of existing vehicles. (E) 6. Oversee proactive route management activities to respond to operational variances, service disruptions, and other problems in order to maintain reliable transit services. (E) 7. Provide for prompt, courteous and professional service to internal and external customers at all levels. (E) 8. Review, assess, benchmark, and update information systems in order to support ongoing data analysis consistent with the Service Delivery Policy and other maintenance and safety-related procedures and protocols. (E) 9. Develop management and activity reports of operations, program developments and changes, service delivery, and performance measurements on an ongoing basis. (E) 10. Facilitate constant coordination between the Transit Operations and Heavy-Duty Maintenance business units to meet BruinBus service targets. Facilitate collaboration between staff in these business units and those in the F&T Strategy and Business Analysis business unit, other F&T business units, and other E&T departments to best meet program and service objectives. (E) 11. Serve as a member of the Emergency Response Team, reporting to and/or remaining on campus as necessary to respond to emergent issues in the event of a campus emergency and/or regional disaster. Serve as a primary liaison between the E&T Emergency Operations Center and front-line staff, actively participating in campus evacuation efforts. (E)

DRIVER SAFETY PROGRAM MANAGEMENT

1. In collaboration with Insurance & Risk Management (IRM), develop policies, procedures, programs, and standards of operation for driver safety training, outreach efforts and campus wide campaigns to create and maintain a safety culture. (E)    2. Oversee the completion of the Driver Management System (DMS) to serve as a management information tool, and tracking and monitoring mechanism for all University drivers. Develop new program system specifications as programs change. (E)    3. Oversee the management and monitoring of campus driver motor vehicle records to maintain the privilege of driving University vehicles in the course of employment. Collaborate with the E&T Technology Management Group to implement automated campus enrollment process. (E)    4. Serve on the UC Driver and Vehicle Safety Committee (DVSC) to develop system-wide driver standards, recommendations and risk mitigation strategies for implementation by all UC campuses. Serve as a DVS sub-committee member for collaboration and development of system-wide recommendations and guidelines for all drivers and vehicle classifications. (E)
