POSITION SUMMARY | Under the direction of the Assistant Director or Director of Maintenance & Alterations, assume full supervisory responsibility for an operational group of skilled and semi-skilled tradespersons in the Carpentry and Sheet Metal fields, providing for trouble call response, preventive and routine maintenance, construction and retrofit services, and operation for carpentry and sheet metal systems. Provide direct and oversight supervision through supervisor(s), Lead Carpenters and Lead Sheetmetal Workers, Carpenters and Sheet Metal Workers, apprentices, facilities mechanics/workers, and administrative staff. Plan and schedule work, assign tasks, oversee work performance and evaluate results. Conduct job site assessment; resolve project problems and ensure each job is closed and charged properly. Supervise the preventive maintenance program and emergency repair services. Establish budgets and monitor budget performance. Select, hire and train personnel, evaluate performance and administer discipline in accordance with University Policy and represented employee contracts. Represent Facilities Management to academic and administrative staffs and all levels of the university. | | | |

Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Project Management | 1. Manage all mechanical repair, deferred and preventative maintenance, major repairs and alteration projects. Coordinate all project management activities with Assistant Director and or Director of Maintenance and Alterations, as needed, to ensure effective utilization of resources. (E) 2.             Meet with Assistant Director(s) and or Director of Maintenance and Alterations, client department, Capital Programs, Facilities Management (FM) managers/shops, and technical resource personnel to establish work scope, identify job requirements, and determine schedule and budget. (E) 3.             Develop cost comparisons and analyses, and identify schedule of job activities. (E) 4.             Initiate work requests by identifying labor requirements and needs, ordering materials and equipment, reviewing specifications and obtaining approvals as needed. (E) 5.             Develop project budgets to ensure projects are properly funded and cost overruns are avoided. (E) 6.             Coordinate project schedule to minimize interruption of classes and special events. (E) 7.             Coordinate necessary outages with FM personnel, Building Manager and affected building occupants, UC Fire Department and Trouble Call. (E) 8.             Ensure proper notification of work schedule is given to client and impacted personnel. (E) 9.             Provide Assistant Director(s), Director of Maintenance and Alterations with project schedule to integrate into master planning schedule for other crafts or divisions involved. (E) 10.             Monitor projects to ensure completion. (E) 11.             Inspect projects on an on-going basis; ensuring project meets specifications, schedules, costs and quality standards. (E) 12.             Discuss status of work with on-site internal personnel or contractor to assess progress, determine additional needs and adjust schedules as necessary. (E) 13.             Resolve problems related to schedule, delays in delivery of material and equipment, unanticipated obstacles arising from construction documentation, customer initiated changes in scope of work, and problems in quality control. (E) 14.             Assess and initiate appropriate remedies, obtaining customer approvals and communicating with internal support personnel. (E) 15.             Apprise Assistant Director (s) and or Director of Maintenance and Alterations of problems and remedial actions. (E) 16.             Coordinate with local, state and federal regulatory agencies to ensure assigned projects meet specifications and necessary permits and certificates are obtained and properly filed. (E) 17.             Coordinate work assignments with FM Managers/shops, outside contractors, Capital Programs and campus departments for preventative maintenance, repair services, emergency services and construction and alteration projects. (E) 18.             Develop evaluative criteria to assess quality of services rendered, labor cost, and overall cost effectiveness. Recommend alternatives for future projects by providing cost/comparison analysis to Assistant Director(s) and or Director of Maintenance and Alterations. (E) | 30% | Human Resources | 1. Manage personnel recruiting, interviewing and selection, training, evaluating and disciplinary actions for all direct reports in coordination with Department and Personnel. (E) 2.             Prioritize work projects and establish methods that maximize utilization of human resources to ensure completion of projects in a timely, cost effective manner. (E) 3.             Monitor FM Kronos Timekeeping System to adjust payroll/timekeeping for all direct report employees casual and career employees in the Carpentry and Sheet Metal Shops. Make adjustments as necessary. (E) 4.             Supervise performance appraisal process through development of job standards, work expectations, feedback sessions and formal evaluation processes for all craft employees in these shops. (E) 5.             Resolve disputes, conflicts and problems as quickly as possible by encouraging open and participative communication. (E) 6.             Perform appropriate investigations of witnesses and employees involved in employee relations issues such as violations of contract or policy/procedures. (E) 7.             Counsel employees on disciplinary matters and take appropriate action in accordance with collective bargaining agreements. (E) 8.             Initiate necessary support documentation on personnel actions, e.g., reclassifications, temporary promotions, outstanding performance awards, and/or disciplinary actions. (E) 9.             Maintain an effective safety program to increase occupational safety awareness, while enhancing productivity and efficiency in coordination with the Assistant Director(s), Director, and General Services Personnel. (E) 10.             Meet with union representatives, other employee representatives (Professional Risk Management Representatives and legal counsel) and/or personnel professionals to resolve employee related issues. (E) 11.             Oversee apprentice training to ensure successful completion of apprenticeship program. (E) | 20% | Budget Management | 1. Manage allocated resources. Monitor project costs and overruns by utilizing weekly and or budget reports. Oversee the Labor Reconciliation Report and apprise the Assistant Director(s), Director, and or Chief Operations Officer (C.O.O) of problems as necessary. (E) 2.             Periodically meet with the Assistant Director(s), Director, Financial Analyst, and or C.O.O. to review budget and make adjustments or justify expenditures. (E) 3.             Meet with FM budget and accounting personnel to review and resolve project related budget and accounting issues. (E) 4.             Consult with Assistant Director(s), Director, Financial Analyst, C.O.O., Material Manager and or Campus Purchasing Agent to coordinate materials and supplies for scheduled and on-going projects. (E) 5.             Ensure all labor and material charges on projects are properly initiated and cleared prior to closing of a project (E) 6.             Review staff time records (KRONOS) daily to ensure time charged to work orders. (E) 7.             Control use of overtime, On-Call and Call Back time in accordance with division policy. (E) | 20% | Emergency Response | 1. Initiate the Facilities Management Disaster Initial Response Team (DIRT) if Manager(s), Assistant Director(s) or Director of M&A and or FM is not available for consultation. Assume command of DIRT and the FM Departmental Operations Center until relieved by Director or Assistant Director(s) of Maintenance and Alterations. (E) 2.             Coordinate Facilities Management emergency response with appropriate campus or medical center personnel (i.e., EH&S and UCPD) and external emergency response agencies and public utilities. (E) 3.             Ensure that appropriate safety precautions are followed. Exercise discretion, as necessary, to restrict access to or evacuation of potentially hazardous buildings, campus areas or medical centers. (E) 4.             To the extent possible, communicate with affected campus/medical center community regarding the problems and measures being taken. Utilize Trouble Call Dispatchers, as needed, to assist in relaying information to concerned campus and medical center personnel. (E) 5.             After the emergency has subsided, ensure all necessary follow-up (such as clean-up, additional repairs, possible preventative solutions) is communicated to appropriate Facilities Management personnel, ensure that necessary communication to the Building Coordinator and/or emergency contact has taken place informing him/her of the nature of the emergency, the response, the impact to the building and any necessary follow-up. (E) 6.             On a rotational basis, be the on-call Superintendent. As the on-call Superintendent, coordinate any single craft or multi-craft response to off-hours routine and non-routine emergencies. Consult with Trouble Call Dispatchers, Area Engineers to determine extent of emergency and appropriate response. Direct Trouble Call Dispatcher on what action(s) need to be taken which may include calling back Facilities Personnel, alerting Building Coordinators and/or emergency contacts, EH&S, UCPD, or external emergency response personnel. If situation requires, return to work in off-hours and assume overall direction of the emergency response effort. (E) 7.             When not on-call, respond as needed and available to the on-call Superintendent to consult regarding appropriate response. Maybe required to return to work to assume responsibility for an emergency response requiring your technical expertise. (E) | 10% | Administrative Operations | 1.
