POSITION SUMMARY | Incumbent supervises and coordinates the work of the Lead and Journey-level Sheetmetal Workers, Facilities Mechanics, and Facilities Workers who are responsible for campus-wide, Ronald Reagan UCLA Medical Center, Santa Monica Hospital, and on occasion, off-site University locations, projects related to fixed priced jobs for tenant improvement projects, deferred maintenance projects, trouble call issues, and support to all Project Managers for multi-craft projects. Responsible for the immediate supervision of shop staff and with hiring, discipline, evaluation, and termination of employees. Review and coordinate daily schedules and work; interface with client. Write contracts (JOCs, EDPA, PSA etc.) and conduct job site assessment and evaluation; develop and review estimates; resolve project problems, coordinate outages, and ensure job is closed and charged properly; participate in the Disaster Initial Response Team. Incumbent manages and ensures the efficiency and productivity of the staff. Under the direction of the Manager, provide broad guidelines for projects; independently determines schedules, work assignments and scope of projects. Provide quality customer service by supplying clear and concise communication with client and keeping them informed of their jobs and or projects. Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Project Management | 1. Oversee and coordinate the work of the Lead Sheetmetal Worker and Journeypersons, Facilities Mechanics, and Facilities Workers to perform repair, installation and maintenance of various types of security systems through the University infrastructure. • Develop and review project scope, schedule and budget with Manager(s), Assistant Director(s), Chief Operations Officer, and/or Director. • Proceed with work when authorization is received from Manager(s) and/or client(s). • Coordinate project activities with Manager(s) to ensure efficient and effective utilization of resources. • In conjunction with Sheetmetal Workers, identify labor requirements, ensure appropriate materials and equipment are ordered. Initiate work requests by identifying labor requirements, requests, and needs. • Ensure completion of project schedules for Campus-wide, CHS, and RRUMC projects. • Inspect projects on an on-going basis to ensure project meets specifications, schedules, costs and quality standards. • Conduct a job site evaluation, analysis of blueprints, and/or in consultation with client, Capital Programs, or Design and Project Management Operations, assist with estimate and project scope and/or design as necessary. • Work with various trades and ensure schedule and installation of sheetmetal materials. Coordinate with other Managers/Supervisors, Leads or Production Control Superintendent to facilitate and efficiently run multi-craft projects. | 25% | Project Management | 2. Assist in the resolution of work related problems, delays in delivery of materials and equipment, unanticipated obstacles arising from project, changes in scope, and problems with work quality control. • Assess and initiate appropriate remedies for jobs and projects. • Address and/or advise Manager(s) regarding progress of jobs and/or issues or problems with projects. Recommend alternatives for mitigating techniques for existing jobs, and future jobs as necessary. Resolve work related problems, delays in delivery of materials and equipment, unanticipated delays, changes in work scopes and problems with quality control. • Inspect projects, monitor ongoing work, and ensure work is proceeding according to schedule and budget. • Develop evaluative quality of service rendered, labor costs, and overall effectiveness and efficiency. • On critical projects, ensure clear and accurate communication with the Manager(s), Assistant Director(s), COO, and/or Director, regarding status of projects. • Review specifications and obtain appropriate approvals as necessary. 3. Maintain close communication with Sheetmetal Workers and crews working on projects. 4. Maintain communication with client and keep them apprised of jobs and projects. | 25% | Supervision | 1. Recruitment and Hiring • Recruit, interview, select, and assist in the hiring, training and evaluation of candidates in coordination with Manager(s), Assistant Director(s), COO, Director and Facilities Management (FM) Personnel Unit. • With the manager(s) approval, recommend advertising, review ad copy, and screen resumes. • Participate as part of interview panel and recommend final selection to Manager and Assistant Director for the Director's final approval. 2. Employee Relations • Evaluate subordinates by communicating work expectations, feedback sessions, counseling, and assist with performance evaluations. • In accordance with the Collective Bargaining Agreements and in consultation with the Manager, Pr. Admin. Analyst, COO, Assistant Director(s) and/or Director, counsel employees on performance and other job related issues; take appropriate action in an expeditious and efficient manner. 3. Training / Awards • Provide Manager(s) feedback regarding documentation on personnel actions, such as merits, on-the-spot awards, reclassifications, and/or temporary promotions. • Evaluate and recommend potential outside training, conferences, and seminars for staff to Manager. 4. Assist Evening Shift Manager in providing supervision to Swing Shift as necessary. | 25% | Administrative Operations | 1. Kronos • On a daily basis, review Kronos (computerized timekeeping system) and make appropriate edits. Consult with staff to determine accuracy of time. • Process request for staff's leave of absence, including but not limited to, vacation, sick leave, jury duty, family sick leave, etc. 2. Meetings • Conduct staff and safety meetings with staff including providing safety training, leadership, direction, guidance, and communicating information in a clear and concise manner. • Attend weekly production control meetings with other Managers and Supervisors to review current and future projects. 3. Other duties as assigned. | 15% | Budget | 1. Monitor all project budgets for labor and materials utilizing Facilities Management customized computerized maintenance management system, including but not limited to, Maximo, WMS, JMS, and/or Dashboard. • Create ad hoc reports as needed. • Provide daily input of data into Maximo's computerized project management system to produce various data. • Review project costs to avoid and minimize project overruns (labor and materials) • Research projects with Lead Sheetmetal Worker and Crews regarding cost issues and schedules. • In consultation or conjunction with Manager, investigate possible job performance issues regarding overruns, or any other explanations. 2. Research and apprise Manager to potential overruns on projects. Inform Manager and COO of any anticipated budgetary problems 3. Ensure all labor and material costs on projects are properly initiated and cleared prior to closing of a project. • Review costs (Labor and Materials) prior to closing a project. • Resolve any issues prior to completing and closing project. • Request additional funds for "over-runs" as necessary. Complete Change Orders on a timely basis. 4. In the event there are insufficient funds, take immediate action to inform the Manager, Senior Management, and/or COO. | 10% | | | | | |
