POSITION SUMMARY | The Assistant Director, Hospital Zone and Mechanical Systems will report directly to the Director of Maintenance & Alterations (M&A) with a dotted line to the Director of Healthcare Facilities. Incumbent directs the Hospital Zone (HK) including the utilities function to develop and implement cost effective and efficient delivery of HVAC, plumbing, electrical, and mechanical systems related infrastructure services to the Health Care Systems and patient care areas. Assistant Director has the authority and managerial responsibility for a multi-trade staff consisting of Electrical, Plumbing and Utilities trades. Assistant Director directly supervises various maintenance groups. Incumbent will interface with Healthcare staff and Project Managers assigned to Healthcare Projects. The HK unit provides service to the Ronald Reagan UCLA Medical Center, and other medical care facilities such as the Morton Medical Plaza, etc. These services include not only routine and preventive maintenance, trouble call, and emergency response for electrical, plumbing and utility building systems, but also services critical to patient care, accreditation, and the emergency trauma center. The incumbent will provide Joint Commission compliance documentation for the UCLA Hospital and Clinics. Analyze the Health Care and campus HVAC, plumbing, water quality and steam, and electrical infrastructure to enhance delivery of repair and maintenance services and reduce on-campus consumption of energy. Identify, develop and execute major, deferred and minor maintenance projects. Coordinate with other Facilities Management (FM) units to develop and implement comprehensive infrastructure management programs. Serve as a technical consultant to the Director, Maintenance & Alterations, the Assistant Vice Chancellor, and other senior managers in FM. Coordinate with other UC campuses and the University of California Office of the President on technical matters. | | | |

Manage operation of the various trades within OMP and recharge budgets. Track budget performance and control expenditures. Establish staffing levels consistent with budget and work load. Oversee the development of retrofit, deferred maintenance projects and Capital projects in consultation with staff and campus administrators. Oversee development of project schedules and budgets. Assign project priorities, identify funding resources, direct project implementation and evaluate results. Continuously review delivery of services to the Health Care Systems and Campus with the intent of improving service, reducing down time, improving energy efficiency and reducing costs. Engage in long range planning and assess the impact of new and retrofit construction to ensure services adapt to meet the changing needs of campus and Health Care Systems. Ensure staff has the skills and capacity to meet current and future needs of the campus through effective recruiting and provision of training. Prepare periodic reports reflecting the status of the group and its activities. | 35% | Technical Support | Provide HVAC and building service engineering consultation to the Director and others in the development of retrofit, deferred maintenance, new construction and major repair projects. Provide direction to Utilities staff, other craft disciplines, external contractors, engineers and consultants to implement campus infrastructure plans, policies, and objectives. Supervise the hiring of consultants to provide feasibility studies, engineering, design, and program development for infrastructure improvements, energy efficiency programs, and enhancement of system performance. Maintain budget and schedule control of consultant's work. Verify accuracy and quality, evaluate results, vet results with management and staff, and implement as appropriate. Supervise development of proposals for infrastructure improvement projects through identifying opportunities for energy conservation and performance improvement, defining problems and generating potential solutions, developing cost and benefit analysis, describing recommended options in detail, developing payback analysis considering energy, capital, maintenance and operational costs, performing impact analysis, recommending schedules and depicting consequences if schedules are not achieved, identifying fund sources, and seeking fund and project approval. Provide oversight and expertise to infrastructure and energy related projects by serving as a technical resource to Energy Services and Utilities staff and Facilities Management (FM) departments and administration during review and approval, providing technical and supervisory direction during implementation, evaluating the results of implemented projects through analysis, studies and field assessments, and applying the evaluation of results to future projects. Provide technical consultation and supervision in energy conservation and infrastructure cost management in the areas of preventive maintenance, infrastructure renewal projects, deferred maintenance, major repairs and other areas as needed. Provide technical review of capital projects throughout the conceptual and detailed design sequence in the area of energy conservation and efficiency, equipment and materials selection, system functionality and operability, maintenance and durability. Ensure the participation of Utilities in the design review process. Provide technical guidance in the development, implementation and use of building management systems to enhance building operability and comfort levels, improve maintenance service and minimize energy usage. | 30% | Human Resources | Management responsibility for the planning, staffing, organizing, directing and controlling work for the combined trades unit (Electrical, Plumbing and Utilities primarily with the possibility of other trades). Prioritize work projects; establish methods that maximize utilization of human resources. Manage recruiting, training and evaluation of personnel. Take corrective actions as appropriate. Initiate necessary support documentation regarding personnel actions, e.g. position approval, temporary promotions, outstanding performance awards and/or disciplinary actions. Develop Performance Evaluations. Assist in carrying out reorganization of shops to meet future campus needs. Develop, analyze and submit proposals for staffing changes to the Director for approval. Maintain an effective safety program to increase occupational safety awareness, while enhancing productivity and efficiency in coordination with the Director, Personnel Manager etc. Meet with Union Representatives, other employee representatives (Professional Risk Management Representatives, legal counsel) and/or personnel professionals to resolve personnel related issues. Ensure staff assigned to Healthcare areas is in compliance with HIPPA, required annual health testing and annual evaluations are performed per Joint Commission requirements. Ensure adherence to Healthcare customer service standards, such as the C-I-CARE program, and ensure adherence to Healthcare personal appearance standards for all staff in unit. | 10% | Joint Commission | Provide a point of contact for the Hospitals on all maintenance related to compliance with the Joint Commission. Identify required preventive maintenance records and functions for the areas of Electrical, Plumbing and Utilities for the UCLA Health Care Systems. Monitor CHS Hospital and Clinics PM records for thoroughness, format, and to ensure they are easily accessible for Joint Commission inspection. Maintain documentation and records related to Joint Commission compliance audits. Consult with UC Fire Marshal, Hospital Safety Office, Hospital Facilities Staff, SCAQMD, OSHPD inspectors, Joint Commission investigators, and the Chancellor's ADA Compliance Office to ensure compliance to code, resolve disputes revolving around construction and compliance. Develop, recommend and implement solutions to code compliance issues based on technical and cost feasibility. | 10% | Financial Management | The Assistant Director, Hospital Zone and Mechanical Systems will monitor all expenditures for the Hospital Zone. The incumbent will maintain all expense data for the purpose of trending and budget development.
