POSITION SUMMARY

Research Policy & Compliance (RPC) provides leadership in shaping, interpreting, and implementing federal, state, University of California (UC), and UCLA research-related policies, procedures and guidance. The office provides the campus community with advice and guidance on matters related to the application of research policies, including those pertaining to conflict of interest, research misconduct, animal welfare and research safety, and other activities related to use of cannabis, as well as federal export control regulations. Some RPC activities, including export control-related responsibilities, extend beyond research and include other critical campus functions. The Export Control Analyst reports to the Director of Export Controls and is part of the export control team. The Export Control Analyst supports the development, implementation and administration of the UCLA export control compliance program and other general compliance activities. Working with the team, the incumbent participates in license determinations on a variety of transactions, including deemed exports reviews for visa beneficiaries and visitors, shipments, travel, and financial transactions. The Export Control Analyst provides support to the campus community for complying with export control and sanctions regulations, including those administered by the Department of State, the Department of Commerce, and the Department of the Treasury. The Export Control Analyst should demonstrate good judgment and discretion, have excellent verbal communication and writing skills, be organized and reliable, and help the export control team resolve a wide range of compliance issues. The Export Control Analyst is expected to work independently, with limited supervision, consulting with the supervisor on non-routine actions or exceptions to existing internal procedures.

Export Control and Foreign Engagement

1. In collaboration with the Director of Export Controls and/or the export control team, assist in reviews of a wide range of activities (e.g., research agreements and collaborations, foreign travel, shipments, purchasing, deemed export certifications for visa beneficiaries and visitors, etc.).  Reviews may require incumbent to: a. Interpret and apply federal export control regulations and exemptions established by (but not limited to) the Department of State International Traffic in Arms Regulations, the Department of Commerce Export Administration Regulations, and the Department of the Treasury Office of Foreign Assets Control sanctions programs to determine if the activity requires a license. b. Review transactions for adherence to University export control and administrative policies and procedures. c. Conduct and evaluate restricted party screenings, and perform general due diligence on University partners and visitors. d. Prepare export control determinations and recommended actions. e. Communicate with constituents (i.e., faculty, staff, students, third parties) and provide guidance on how to resolve export control issues. 2. Administer the restricted party screening program, including activation/disabling of accounts, user support and escalation, record-keeping, and periodic audits. 3. Help develop, document, and maintain export control records and procedures. 4. Assist with training on relevant export control regulations, policies, and procedures, including restricted party screening. 5. Support the growth of the export control liaison network to promote an environment of compliance; serve as a resource for constituents. 6. Assist in developing content for websites and other informational publications. 7. Assist with special reviews and projects on an as-needed basis. 8. Other duties as assigned.
