POSITION SUMMARY

The Assistant Director has a high degree of knowledge in Commercial Portfolio Asset Management including finance, risk and liability, labor relations and human resource management, strategic planning, and procedural management.

 

The Assistant Director serves as a technical leader with advanced expertise in commercial portfolio asset management and capital project delivery. This role independently manages large, complex, and concurrent capital improvement and operational initiatives across a diverse real estate portfolio, often addressing unique issues without precedent.

 

The incumbent is responsible for developing and implementing portfolio-wide strategies, policies, and programs related to asset performance, capital planning, risk mitigation, and operational optimization. The role exercises a high degree of autonomy in decision-making and provides expert consultation to senior leadership on complex financial, operational, and regulatory matters.

 


Department Summary

The UCLA Asset Management Department provides full-service property management for University-owned high-rise office buildings in Westwood (eight buildings containing 2M SF, occupied by 150 primarily University tenants and generating $30M of rental income), and limited-service property management to 90 other University owned properties.  Departmental services managed by UCLA employees include: management of day-to-day activities (building operations, repairs and maintenance, janitorial, security, safety, parking operations, and tenant relations); financial management (rent collection, accounting, budgeting, property tax administration, real estate valuations); leasing and lease administration; construction management (tenant improvements, major maintenance and capital improvements); and contracts management (construction contracts and professional services agreements).

1. Permits/Inspections: Oversee compliance on all building permits, University and governmental inspections and compliance testing occur as required by State Law, University Policy, and the IIPP.

2. Assist with department annual CAO requirements ensuring compliance findings are resolved and adhered to.

3. Oversees department technology needs providing input and evaluation of current resources, inventory oversight, budgetary input, and coordination with IT services. 

4. Works in collaboration with ADM OFC 3 with parking oversight within the portfolio including PCI compliance.

5. Works in collaboration with UCLA Government Relations with Director. 

6. Project oversight of construction progress, building projects, and critical areas impacting operations, as needed.

7. Contract process and delegation oversight ensuring departmental mission around policy requirements are met.

Financial Management

1. Assist Director with review of the Financial reports, budgeting, and planning from concept to execution.

2. Develops, manages, and monitors complex project and operational budgets; accountable for financial performance, forecasting, and variance management across assigned portfolio areas.

3. Develop financial models to aid in short- and long-term planning.

4. Leads financial analysis for capital planning decisions, including cost-benefit analysis, risk assessment, and long-term investment strategy.

5. Evaluate financial impacts of capital planning expenditures and timing of projects providing input for consideration on approach.

6. Establishes financial controls and ensures appropriate allocation of resources across competing priorities.

7. Assist with departmental labor allocations and UCPath audits.

1. Develops and implements portfolio-wide programs, standards, and best practices related to asset management, capital planning, and operational efficiency.

2. Identifies and drives strategic initiatives to improve portfolio performance, sustainability, and customer experience.

3. Advises senior leadership on long-range planning, risk management, and policy development impacting the portfolio.

Department Management and Planning

1. Management and Planning: Assist Director/Associate Director with departmental review, development and implementation of plans, including Strategic Plans, CAO and Audit, Injury and Illness Prevention Plans, and Tenant and Employee Satisfaction Surveys.

2. Assist Director on the broad range of issues impacting the department; collaborate regarding high-risk, sensitive, and/or highly confidential issues. Assist in diagnosing situations, identify options and solutions, and formulate management strategy or position.

3. Develop and maintain long-term strategic partnerships and collaborative relationships with entities, such as Campus Human Resources, Insurance & Risk Management, Administration - Financial & Organizational Services, Community and Government Relations, Newsroom and campus media, local community, external organizations, and industry agencies.

4. Staffing, Staff Retention and Staff Development: Assist Director to efficiently execute all activities and strategies. Assist in the recruitment process with departmental managers to implement the department's short-range and long-range goals. Assist with staff performance review processes are conducted in compliance with University Policies and in ways that retain staff. Assist with the development programs that maintain staff morale, maintain and improve staff retention, build required department competencies, create opportunities for advancement, maintain morale, and meet the operational needs of the portfolio and department as directed by Director.

5. Portfolio Workplace Standards: Work closely with EH&S and IRM assisting with efforts to ensure that the working environment, furniture, and equipment utilized by UC staff and vendor personnel for assigned job duties and those workplaces across the portfolio meet and/or are in keeping with minimum UC ergonomic and safety standards and regulatory guidelines.

6. Oversee, organize, and coordinate department Business meetings and other organizational business activities when needed.

7. Aid in the empowerment of others to create departmental approaches to problem solving and build buy-in to department standards and operating procedures.
