POSITION SUMMARY

Working under the direction of the direct supervisor, the Senior Research Analyst will prioritize workflow and will follow through on assignments with minimal direction. Team meetings and frequent interaction with direct course and pace of work. The Senior Research Analyst position will play a key role in expanding the evaluation capacity of the POWER in Workforce Development team by advancing systemic change in California's public workforce system. Evaluation projects include approaches that center the most marginalized communities and developing frameworks for high road workforce development that measure worker voice, job quality, and equity improvements quantitatively and qualitatively. The Evaluation Specialist will manage and lead evaluations and will participate within evaluation teams on all aspects of projects, including the evaluation design, evaluation plan, methodology and instrument development, data collection procedures, analysis, and reporting. The Evaluation Specialist is expected to review professional literature in the field as needed and report on findings related to topics of interest, including best practices. The Evaluation Specialist will also collaborate with external partners and expand the Labor Center's evaluation capacity through staff training, external funding. We are looking for an evaluator with a strong commitment to culturally-responsive and equitable evaluation.


Department Summary

The UCLA Center for Labor Research and Education, Downtown Labor Center conducts research on issues related to labor and employment. The Labor Center's research, policy and educational initiatives serve to inform a diverse group of stakeholders: workers, community organizers, policy makers, educators, labor leaders, students, and elected officials. The Labor Center carries out research on topics such as labor and workplace conditions, and works with community-based organizations, unions, government, policy institutes and employers to develop innovative policy perspectives and programs. It also provides an important source of research and information on worker centers, unions and the changing workforce for students, scholars, policymakers and the public.


Key Responsibilities and Essential Functions

Strategic Planning, Fundraising Development, and External Engagement

Support the workforce development team in determining research and evaluation priorities. Lead the development of research and program evaluation plans for the team. Participate in the Labor Center's workforce development team, including planning around strategic priorities, projects, and fundraising opportunities, in alignment with the Labor Center's vision, mission, and strategic direction. Identify opportunities to strengthen collaboration with community partners, state agencies, workforce development organizations, unions, and other key stakeholders.

Project Management Evaluation and Research Design, Coordinator, and Data Analysis

Manage all aspects of evaluation and research projects including meeting with staff to develop a workplan, project roles, and responsibilities. Conceive and design research and evaluation projects. Manage research and evaluation coordination and methodology design. Prepare human subject (IRB) applications and establish research timelines and staffing plans. Coordinate and participate in fielding and data collection efforts. Train staff on research methodologies, data analysis, and evaluation frameworks. Oversee graduate and undergraduate students’ work on research tasks and data analysis. Develop training guides on data management, data analysis and writing guidelines. Compile and organize past research projects and databases into an internally shared drive.

Data Collection and Analysis

Develop and finalize research and evaluation protocols. Conduct surveys, interviews, literature reviews, and analyze government data sources. Develop coding systems, codebooks, data cleaning plans and prepare data for analysis using Dedoose, excel, SPSS, R, or other data analysis programs. Create maps using ArcGIS or other web-based mapping applications. Prepare metadata for research projects (description of data files, syntax directory, data dictionaries). Identify, analyze, and interpret trends or patterns in complex data-sets. Prepare write-ups summarizing findings and data analysis briefs or reports for collective review. Maintain databases, ensuring data integrity, and accuracy. Compile data management and project sharing best practices and resources for staff.

Project Reporting, and Dissemination

Draft summary of research findings. Compose final research briefs and final report. Provide updates to the POWER team and LC staff on POWER research and evaluation projects. Prepare powerpoints, infographics, and other materials for varied audiences. Facilitate engagement with community partners and key stakeholders to share research and evaluation reports. Present research findings at conferences, gallery walks, press and media outlets and other public forums.
