POSITION SUMMARY

Under the general supervision of the Strategic Programs Manager, the Fleet and Mobility Analyst is responsible for BruinCar Program Coordination and program administration, technical operating systems, customer service, and program support. The incumbent is also responsible for the coordination of vehicle rentals and reservations (including commercial rental vehicles) and support services including maintenance, fueling, and cleaning, and vehicle selection and preparation to meet customer expectations. Proactively reach out to customers to fulfill their mobility needs.

 

These activities also include, but are not limited to vehicle procurement analysis, billing coordination, driver safety initiatives, EPN program, financial reporting, monitoring technical systems (Key Valet), and ensuring that staffing and resources are sufficient to assure quality and timely customer services. Provide updates and programmatic status reports on projects and high profile/sensitive customer service issues; maintain, update, communicate, disseminate, and enforce program guidelines, policies, and procedures; review and analyze customer service satisfaction survey results; initiate quality improvement processes; resolve customer conflicts and respond to customer inquiries; write, implement, review, and update policies and procedures for UCLA BruinCar/Motorpool Program. Coordinate commercial rental vehicles for customers as a supplement to the UCLA BruinCar Program and manage accident claims and vehicle repairs as needed. Process monthly recharges and billing for all customers. Incumbent will also conduct ongoing analyses of vehicle utilization, customer demand and quality control, and develop marketing materials to enhance program services and revenues. Provide supervision and direction to BruinCar staff to include recruitment, training, and employee development to meet program needs. Determine program effectiveness, making recommendations to achieve departmental goals and objectives. Incumbent must possess excellent communication and organizational skills and must demonstrate initiative and discretion to interact with all levels of the University community.

PROGRAM OPERATIONS

1. Oversee department programs and support services to ensure the coordination of all departmental requests for fleet vehicles and commercial rentals, and that related services are provided efficiently, courteously, and professionally. Assist in implementing and evaluating program, processes, and procedures on an on-going basis. (E)    2. Review, verify and authorize all drivers, financial accounting units (FAU), and reservations; manage weekly and monthly DMV activity monitoring on behalf of university departments. (E)

PROGRAM ADMINISTRATION

1. Ensure proper verification of recharge authorizations and accurate computation of vehicle rate charges, including but not limited to federal rates, and late, delivery, and refuel fees. (E)    2. Serve as the primary coordinator and liaison with external rental agencies, service delivery, customer satisfaction, and contract compliance. Monitor and enforce agency contract deliverables; resolve any issues that develop. (E)    3. Research, compile and organize statistical data related to BruinCar including, but not limited to, vehicle utilization, revenue, and operating costs (by vehicle classification) to produce reports and budget projections as requested. (E)    4. Maintain current rental vehicle revenue and on and off-campus fuel revenue information; utilize financial data to track and project revenue and expense to meet department financial goals and assist in budget preparation. (E)    5. Research, compile and organize weekly data from California DMV's Pull Notice System." Providing driver status to departments, in a timely and organized fashion. (E)    6. Process all invoices for commercial rentals including FAU verification, corrections, coding, and required authorization. Coordinate payment/processing questions. Review and respond to customer/vendor inquiries related to billing, service delivery or complaints regarding services and/or products in a courteous and timely manner. (E)     7. Process month-end billing (Recharges and Sundry Debtor) for BruinCar products and services. Maintain and update vendor/service blanket agreements and corresponding approvals as needed. (Provide administrative backup for fleet and transit programs, including verification of recharge authorizations, reservation accuracy, and vendor or customer communication. Support compliance with service agreements and assist in resolving billing or scheduling issues as needed. (E)

1. Assist in the student staff recruitment, selection, evaluation, supervision, and provide on-going progressive discipline to student staff with final approval by the manager. (E)   2. Orient and train new employees regarding individual job duties and responsibilities, and performance expectations and standards. Coordinate cross-training of staff to maximize the effectiveness of operations and procedures. Provide timely evaluations for student staff. FLEET SYSTEMS ADMINISTRATION

1. Participate in and provide analytical and technical assistance for special projects and/or as required, including initiatives led by the Administrative Vice Chancellor and E&T Executive Director. (E)

2. Assist in the development of statistical and analytical reports and presentations utilizing data from a variety of databases and sources. Participate in problem-solving activities related to the functionality of systems and their operational use. (E)

3. Work collaboratively with management, department staff, and technical support teams in planning and documentation of user requirements for new and/or upgraded software. (E)

4. Support data stewardship by helping set user expectations of data capabilities and availability; assist in ensuring access to the appropriate data by the appropriate users at the appropriate time, based on data classification (e.g., private, sensitive). (E)

5. Work with users to support streamlined, innovative, and customer-focused solutions to business processes. Assist in analyzing policies, procedures, and business rules; participate in the development, definition, and refinement of policies, procedures, and business rules. (E)

6. Create and assist in preparing ongoing reports that measure performance against budget and program goals, including regular KPI reporting to senior leadership. Analyze and review data in collaboration with the Unit Manager and leadership team to support continuous improvement. (E)

7. Ensure data collected and presented meets organizational needs. Support administrative judgment by identifying, troubleshooting, and elevating urgent or evolving issues to the management team as needed. (E)
