POSITION SUMMARY

The University of California, Los Angeles provides approximately 22,000 parking spaces to accommodate the needs of a growing community of 90,000 staff, faculty, students, patients and visitors. All business units within UCLA Commuter & Parking Services (C&PS) work together to develop innovative parking customer service solutions and technologies to deliver a seamless customer experience. Under the general direction of a Commuter & Parking Operations Manager, the Commuter & Parking Services Analyst performs a variety of customer service, administrative, analytical, planning, and project management duties in support of the day-to-day operations and short and long-range efforts of C&PS and the larger Events & Transportation (E&T) division. The Commuter & Parking Service Analyst for student parking operations plays a vital role within UCLA Transportation, responsible for managing all aspects of student parking. This position supports access to campus for UCLA's 46,678 students—including approximately 33,040 undergraduates and 13,638 graduate and professional students. UCLA is recognized as having the largest enrollment among all University of California campuses, and this role ensures that the parking system's infrastructure can support the commuting needs of over 30,000 students. The position safeguards approximately $7.2 million in annual revenue, which accounts for 10% of UCLA Transportation's total revenue. The role must manage the full lifecycle of student parking for all academic levels, overseeing the distribution of over 12,000 parking permits annually. Coordinate with the Space Utilization Manager to ensure that carpool and exemption approvals align with real-time parking capacity across 20+ campus structures and lots. Oversees carpool approvals and student exemptions ensuring they get submitted and are actively approved/denied during the entire academic year. Monitor and adjust allocations to meet demand while maintaining compliance with university policy.

1. Evaluate internal business processes and identify changes/ enhancements designed to improve customer service, and the effectiveness, efficiency and productivity of individual staff members and overall unit. (E)

2. Plan, organize, and manage resources to bring about the successful completion of program/project goals and objectives on time and on budget. (E)

3. Analyze and make recommendations regarding workflow processes, procedures and technological improvements. Act as liaison with intra-department contacts, vendors, collaborators, and additional resources in order to stay apprised of operational shifts and adjust programs and services as needed. (E)

4. Develop and distribute quarterly communications to the entire student body (~46,678 students), including:

Parking application timelines

- Payment deadlines

- Permit effective dates

- Carpool and exemption decisions

5. Ensure messaging is clear, timely, and accessible to reduce confusion and improve service satisfaction. (E).

6. Evaluate the potential return on investment of prospective programs. Identify/explore ways to improve the performance of existing programs. (E)

7. Participate and occasionally lead cross-functional teams to complete special projects. (E)

System Configuration & Data Analytics

1. Configure permit types, fee structures, and eligibility rules in the backend parking management system (e.g., T2 Flex).

2. Conduct weekly utilization reports to ensure approved requests align with available inventory.

3. Generate monthly, quarterly, and annual reports to analyze:

 - Permit demand by student type

 - Lot-specific occupancy rates

 - Year-over-year trends in exemption and carpool requests

4. Support audits and policy reviews through data validation and documentation.

5. Create ad hoc reports using smart tools to track and monitor performance, identify trends using historical data, and create financial and strategic forecasts for parking and commuting programs. (E) 

6. Work with/provide input to the Technology Project Management Group on the development of business requirements and the design of system interfaces that support E&T programs and services.

Policy & Documentation Review

1. Review and validate documentation for exemption and carpool requests in accordance with university guidelines. (E)

2. Support the C&PS management team in documenting and implementing policies, procedures, and practices to ensure conformity and compliance with University and other governmental regulations. (E)

3. Recommend updates to criteria and workflows to better serve the evolving needs of the student population. (E)

4. Represent UCLA Events & Transportation and C&PS at internal and external meetings, as required. (E)

5. Form strategic partnerships with various departments and organizations to build networks for better policy understanding. (E)

Customer Service & Student Staff Supervision

1. Provide information to front-line C&PS staff to enable them to resolve customer service issues and make decisions consistent with established E & T standards, departmental policies, and procedures. (E)

2. Supervise a team of 4–6 student employees who process hundreds of parking requests weekly.

3. Provide daily oversight, training, and escalation support to ensure accuracy and efficiency. (E)
