POSITION SUMMARY

The Project Manager is responsible for the day-to-day coordination and administration of all activities under CARB Agreement No. 25ISD003, "Analysis of Corporate GHG Disclosures and Implementation Support of CA SB 253," awarded to the UCLA Center for Corporate Environmental Performance and the Center for Impact at Anderson. The project supports the California Air Resources Board (CARB) in developing and implementing the reporting requirements of California Senate Bill 253 (the Climate Corporate Data Accountability Act), which requires large corporations doing business in California to publicly disclose Scope 1, Scope 2, and (beginning in 2027) Scope 3 greenhouse gas emissions. Reporting to the Principal Investigator (PI), the Project Manager coordinates the four contract tasks: (1) identification and recommendation of Scope 1 and Scope 2 reporting templates; (2) certified mail outreach to approximately 5,000 covered entities, including coordination with the external print/mail vendor (e.g., Castle Press); (3) analysis of Scope 3 emissions by industry using the Environmentally Extended Input–Output (EEIO) method; and (4) preparation of an ADA-compliant public Summary Report on Scope 1 and Scope 2 emissions disclosures for posting to CARB's website. The Project Manager serves as the primary liaison between the UCLA research team, the CARB Contract Manager and Administrative Contact, the UCLA Office of Contract and Grant Administration (OCGA), Extramural Fund Management (EFM), and external vendors. The Project Manager tracks deliverable timelines, organizes quarterly progress meetings with CARB, monitors the project budget in coordination with the PI and EFM, supports the preparation of quarterly invoices and certifications under Section 14 of the University Terms and Conditions (UTC-220), and helps ensure compliance with all contract terms, including those in Exhibit G (Negotiated Alternate UTC Terms) governing budget flexibility, advance payments, GenAI disclosure, health and safety, and Executive Order N-6-22. The Project Manager will also coordinate stakeholder outreach and communication efforts, supervise undergraduate and graduate student researchers on operational tasks (mailings, dataset preparation, document review), and support the Postdoctoral Research Manager and Technical Writer in producing project deliverables. This is a full-time, in-person, term-limited position essential to managing the operational complexity of a high-visibility State-funded research and implementation project.

 

The Project Manager reports to the Principal Investigator (Professor Magali Delmas), with functional coordination with Co-Investigators Deepak Rajagopal and Henry Friedman. The Project Manager works with a high degree of autonomy on day-to-day operations and is expected to complete projects without close oversight, except where policy issues or exceptional situations arise. The Project Manager supervises student researchers (graduate and undergraduate) and the MSBA Data Analytics interns engaged on the project for operational and project-coordination tasks, and coordinates the work of the Technical Writer in support of deliverables. The Project Manager also liaises regularly with UCLA Anderson staff across functions (e.g., Business Office, Dean's Office, Communications, IT, Events, Facilities, and other Centers) to secure support and coordinate activities that touch the school. The Project Manager meets regularly with the PI to provide status updates, escalate issues, and coordinate programmatic needs.

2. Manage and update the master project workplan, deliverable tracker, and risk log; identify schedule or scope risks early and escalate to the PI with proposed mitigation. (E)

3. Within broad policy guidelines, establish project procedures, workplans, deliverable standards, and resource allocations; resolve non-routine issues; and ensure contractual, budgetary, regulatory, and reporting requirements are met. (E)

4. Organize quarterly progress meetings with the CARB Contract Manager (per Exhibit A1) and produce agendas, briefing materials, action-item logs, and follow-up correspondence. (E)

5. Coordinate inputs from the PI, Co-PIs, Postdoctoral Research Manager, Technical Writer, and student researchers to ensure deliverables (Excel Reporting Tool, mailing process, Scope 3 analysis, and ADA-compliant Summary Report) meet contract requirements and CARB expectations. (E)

6. Maintain version-controlled project files, meeting records, and a delivery archive sufficient to support audit and close-out. (E)

7. Serve as the primary day-to-day liaison to CARB; participate in meetings with the CARB Contract Manager and CARB program staff, prepare and route deliverables to CARB for review and acceptance, and ensure timely responses to CARB requests and feedback. (E)

8. Liaise with UCLA Anderson staff across functions as needed throughout the project, including (but not limited to) the Business Office, Dean’s Office, Communications and Media Relations, IT, Events, Facilities, Research Support, and other Centers and academic units, to secure support, resolve operational issues, and coordinate activities that touch the school. Covered-Entity Outreach & Vendor Management (Task 2)

1. Lead operational execution of the SB 253 / SB 261 covered-entity notification process, including formatting and preparing standardized notification letters using the official CARB-provided list of approximately 5,000 entities. (E)

2. Manage the relationship with the external print/mail vendor (e.g., Castle Press): solicit and review quotes within approved budget categories, coordinate proofs, monitor print and assembly schedules, and verify quality of the mailing packets. (E)

3. Oversee certified mailing via USPS, including documenting proof of mailing, tracking delivery confirmations, and maintaining the record set required for CARB's compliance files. (E)

4. Serve as the primary point of contact for covered-entity inquiries received in response to the mailing; triage to CARB or to UCLA subject-matter experts as appropriate. (E)

5. Coordinate stakeholder outreach materials, seminars, and other communications supporting reporting entities. (E)

6. Responsible for applying SB 253/SB 261 statutory revenue and "doing business in California" thresholds to validate use of CARB's covered-entity before issuing notifications.

Contract, Budget & Compliance Administration

1. In coordination with UCLA Anderson Financial Analyst (Business Office), and with the Office of Contract and Grant Administration (OCGA) and Extramural Fund Management (EFM), monitor expenditures against the approved budget categories in Exhibit B (Personnel, Materials & Supplies, Other Direct Costs, Indirect Costs); flag variances to the PI and recommend rebudget actions consistent with Exhibit G, Section 15.B (Budget Flexibility – 10% / $10,000 threshold). (E)

2. Support preparation of quarterly invoices and the required certification language under Exhibit C, Section 14 and Exhibit G, working with Connie Cheung (PI invoice designee per Exhibit A3) and routing through EFM Operations and EFM Cash Management. (E)

3. Maintain compliance with Exhibit G provisions, including GenAI disclosure obligations (Section 31), health and safety requirements (Section 32), and Executive Order N-6-22 / Russia Sanctions (Section 33); promptly notify the PI and the State of any reportable matter. (E)

4. Coordinate updates to Authorized Representatives (Exhibit A3) and any required amendments to the Agreement. (E)

Deliverable Production Support (Tasks 1, 3, 4)

1. Conduct quality control, identify reporting-field, analytical, scope, accuracy, or accessibility concerns, and determine corrective action or escalation before State review or public release by applying GHG accounting, Scope 1-3 emissions, EEIO methodology across 20 industry sectors, climate-disclosure frameworks, and California climate policy. (E)

 

2. Coordinate the cadence and review cycles for the Excel Reporting Tool for Scope 1 and Scope 2 emissions (Task 1), including engagement with third-party providers and the CARB debrief session within three months of contract execution. (E)

 

3. Coordinate closely with the Postdoctoral Research Manager — the lead analyst on Tasks 1, 3, and 4 — on scheduling, deliverable handoffs, and resource needs (database subscriptions, data storage, analytical software licensing). The Postdoctoral Research Manager leads the technical research and reports academically to the Principal Investigator; the Project Manager provides operational and project-coordination support and is not the academic supervisor. 4. Coordinate with the Technical Writer to produce the ADA-compliant public Summary Report (Task 4), manage professional design and publication services, and ensure on-time delivery for posting to CARB's website. (E)

 

5. Manage logistics for any project website, communications, and dissemination activities funded under Materials & Supplies. (E)

1. Coordinate the work of graduate student researchers, MSBA Data Analytics interns, and undergraduate researchers engaged on the project; assign workstreams, set due dates, review work product, and provide regular feedback. (E)
