POSITION SUMMARY

The Technology Operations & Systems Administrator serves as the primary technical resource responsible for the administration, implementation, support, maintenance, and continuous improvement of technology systems supporting the LADCFS + UCLA Academy of Workforce Excellence. Reporting to the Director of Facilities and Operations, the incumbent provides advanced technical expertise in applications, learning management systems, cloud-based technologies, classroom technology, audiovisual infrastructure, collaboration platforms, operational reporting, and technology initiatives that support the departments mission of delivering high-quality workforce development programs.

 

Operating with a high degree of independence under general supervision, the incumbent administers and supports mission-critical technology systems utilized across multiple UCLA and Los Angeles County training locations. Responsibilities include enterprise systems administration, technology operations, user account administration, classroom technology management, audiovisual systems support, technology lifecycle management, software implementation and delegation, technology upgrades, systems testing, operational reporting, and advanced technical troubleshooting. The position serves as the primary technical liaison between UCLA leadership and Los Angeles County Department of Children and Family Services (DCFS), seven university partners, external vendors, consultants, and other stakeholders to ensure the reliable delivery of instructor-led, virtual, hybrid, and specialized workforce development programs.

 

The Technology Operations & Systems Administrator independently evaluates emerging technologies, recommends technology solutions, develops technical standards and documentation, supports enterprise system implementations, and identifies opportunities to improve operational efficiency through the effective use of technology. The incumbent is responsible for ensuring the availability, reliability, security, and functionality of technology systems supporting daily Academy operations while maintaining compliance with University policies, information security standards, and contractual obligations.

 

The position provides advanced technical consultation to Academy leadership regarding technology planning, enterprise application functionality, classroom technology enhancements, reporting solutions, and operational technology initiatives. The incumbent collaborates closely with administrative, operational, and instructional teams to support technology modernization efforts, improve business processes, enhance user experience, and ensure seamless technology integration across multiple programs and locations.

 

The incumbent exercises sound technical judgment, manages multiple complex technology initiatives simultaneously, resolves highly complex technical issues, and develops sustainable technology solutions that support the departments continued growth, operational excellence, and strategic objectives. The position requires exceptional analytical skills, technical expertise, project coordination abilities, customer service, and the ability to effectively communicate complex technical concepts to both technical and non-technical audiences while maintaining a strong commitment to innovation, service excellence, and continuous improvement.


Department Summary

The LADCFS + UCLA Academy of Workforce Excellence operates under a Title IV-E training contract between UCLA and the Los Angeles County Department of Children and Family Services (LADCFS). In collaboration with seven universities—UCLA, USC, CSULB, CSULA, CSUN, CSUDH, and APU—the Academy provides comprehensive training programs designed to equip LA Department of Children and Family Services (LADCFS) staff at all levels with the skills and knowledge necessary for child welfare services. The Academy facilitates foundational training, in-service education, and specialized off-site programs to enhance professional development. With a focus on workforce preparedness, operational excellence, and innovative training methodologies, the Academy plays a critical role in shaping the future of child welfare professionals in Los Angeles County.

Administers, configures, maintains, and supports enterprise technology systems, learning management platforms, collaboration tools, user access, cloud applications, and technology operations that support workforce development programs. Ensures system reliability, performance, security, and continuity of business operations across multiple Academy locations.

Technology Projects, Systems Implementation & Lifecycle Management

Leads and supports technology initiatives including system implementations, upgrades, testing, deployments, equipment lifecycle planning, software evaluations, vendor coordination, and continuous technology improvements. Partners with leadership to identify innovative technology solutions that improve operational efficiency and enhance the user experience.

Infrastructure, Classroom Technology & Audiovisual Systems

Administers classroom technology, audiovisual systems, conferencing platforms, and hybrid learning environments. Provides advanced technical support for instructor-led, virtual, and off-site training programs while maintaining operational readiness across multiple Academy and Los Angeles County training locations.

Administers enterprise business applications, develops operational reports and dashboards, monitors system performance, maintains data integrity, resolves complex technical issues, and provides advanced technical consultation to staff, leadership, and external partners.
