POSITION SUMMARY

The HR Supervisor oversees the daily operations of the HR & Payroll Operations Center (HRPOC), ensuring the delivery of high-quality customer service and the accurate processing of personnel and payroll transactions. This position supervises a team responsible for front-line support, including onboarding, fingerprinting, I-9 verification, and payroll-related inquiries. The incumbent ensures compliance with university policies, labor agreements, and regulatory requirements, while also leading efforts in continuous process improvement, training, and documentation. The role requires a high level of judgment, discretion, and the ability to manage multiple priorities in a fast-paced environment.

 

The position requires a regular on-site presence to oversee front desk operations, supervise in-person service delivery, ensure compliance with federal and state onboarding requirements, and provide real-time support to staff handling walk-in employee inquiries.

 


Department Summary

Campus Human Resources provides a full range of human resource management services through its various units, including Health and Welfare Benefits, Compensation and Classification, Personnel Policy development and compliance, Employee and Labor Relations, Talent Acquisition and Workforce Planning, HR Information Systems, the Staff and Faculty Counseling Center, Learning and Organizational Development, and the HR & Payroll Operations Center.

 

The HR & Payroll Operations Center provides human resources and payroll services to a diverse client pool and assists with ongoing campus initiatives and special projects.


Key Responsibilities and Essential Functions

Customer Service Operations

•Ensure front office operations are functioning at a high level, including consistent on-site coverage, in-person responsiveness, phone coverage, and ticket resolution.

•Maintain on-site supervisory presence to support staff performing I‑9 verification, fingerprinting, onboarding appointments, and other compliance-driven services requiring physical attendance.

•Oversees I-9 and work authorization compliance by maintaining accurate records, ensuring timely verification, and staying current with federal regulations to mitigate organizational risk. Serves as a key point of contact for employees, departments, and employee and labor relations teams, providing clear communication, guidance, and reporting on compliance matters.

•Supervise day-to-day front desk activities, ensuring accurate and timely responses to personnel and payroll inquiries.

•Monitor service delivery for accuracy and quality; escalate complex matters to appropriate subject matter experts (e.g., Employee Relations, Payroll, Benefits).

•Maintain a proactive approach to identifying service gaps and implementing improvements.

•Oversee onboarding processes including I-9 verification, fingerprinting, and badge issuance.

•Ensure compliance with Live Scan and DMV Pull Notification programs.

•Coach and support staff to ensure adherence to customer service standards, policies, and procedures.

•Coordinate staffing schedules, opening/closing procedures, and coverage during business hours.

Payroll Administration Analysis and Process Improvement

•Oversee biweekly and monthly payroll processing, ensuring timely and accurate execution of transactions, reconciliation of payroll data, and resolution of post-payroll discrepancies.

•Review and approve complex payroll transactions and UCPath entries, ensuring compliance with university policies, labor contracts, and applicable regulations.

•Serve as a subject matter expert and resource for Kronos and TRS timekeeping systems; provide guidance to staff and departments on system usage and troubleshooting.

•Develop, maintain, and ensure accessibility of Standard Operating Procedures (SOPs) related to payroll and personnel processes; regularly review and update documentation to reflect current practices and policy changes.

•Continuously evaluate payroll processes for efficiency and effectiveness; identify opportunities for improvement and implement enhancements in collaboration with management.

•Analyze payroll trends, transactional errors, and discrepancies; prepare reports and provide policy interpretation and guidance to departments to support compliance and operational excellence.

•Provide training and support to staff on payroll systems, procedures, and policy updates; ensure consistent understanding and application of payroll practices across the team.

HR Administration and General Support

•Provide general HR support to HRPOC clients, including responding to inquiries, resolving escalations, and referring complex matters to appropriate HR subject matter experts.

•Escalate HR-related inquiries to internal contacts such as Benefits, Employee & Labor Relations, or Compensation, ensuring timely and accurate resolution.

•Support cross-functional coordination between HR, Payroll, and Benefits teams to streamline service delivery and improve client experience.

•Utilize the HRPOC Ticketing System to manage, review, and escalate service requests; ensure timely and accurate resolution of client needs.

•Conduct training sessions for Kronos editors, new staff, and managers; serve as a resource for Kronos system access, troubleshooting, and reporting.

•Collaborate with management to develop and implement communication strategies regarding changes to HR and payroll procedures, ensuring consistent messaging across departments.

•Stay current on updates to HR and payroll forms, policies, and procedures; ensure staff are informed and trained accordingly.

•Support HRPOC-sponsored events such as recruitment fairs, onboarding sessions, and training workshops; represent the HRPOC in a professional and service-oriented manner.

•Serve as a backup processor for HR and payroll transactions, including hiring paperwork and personnel actions, ensuring continuity of operations during peak periods or staff absences.

•Maintain confidentiality and exercise discretion when handling sensitive personnel and payroll information in accordance with university policies and data protection standards.

•Assist with special projects and initiatives as assigned by management, contributing to the continuous improvement of HRPOC operations.
