POSITION SUMMARY

The Human Resources Generalist serves as a key member of the School of Education and Information Studies (Ed&IS) Human Resources team, providing comprehensive support across a broad range of human resources functions. Reporting to the Manager of Human Resources & Academic Personnel, the incumbent supports the full employee lifecycle for staff employees, including recruitment, onboarding, payroll administration, leave and benefits administration, timekeeping compliance, employee relations, personnel transactions, and general human resources operations. The Human Resources Generalist serves as a resource to managers, supervisors, and staff by interpreting policies and procedures, responding to HR-related inquiries, and providing guidance on both routine and non-routine human resources matters.

 

As one of the School's primary subject matter experts for the University of California personnel and payroll system (UCPath), the Human Resources Generalist ensures the accurate and compliant administration of payroll, personnel, and employment actions in accordance with University policy and applicable federal and state regulations. Responsibilities include coordinating new hire documentation, monitoring payroll processing, supporting timekeeping compliance, reviewing employment transactions, and serving as the School's primary contact for payroll-related inquiries. The incumbent works closely with the UCPath Center, Campus Human Resources (CHR), Central Resource Unit (CRU), and other campus partners to resolve payroll and personnel issues and ensure timely and accurate outcomes.

 

The Human Resources Generalist plays a critical role in maintaining the accuracy and integrity of employment and payroll data through payroll and personnel audits, compliance reporting, workforce data management, and the review and reconciliation of monthly and biweekly personnel and payroll reports. The incumbent analyzes issues as they arise, exercises sound judgment in determining appropriate resolutions and next steps, identifies and escalates complex matters when necessary, and recommends solutions that support operational effectiveness and compliance.

 

In addition, the Human Resources Generalist supports organizational effectiveness by assisting with the development, coordination, and delivery of staff training and professional development programs, including Learn-at-Lunch initiatives and other departmental programs. The incumbent contributes to the creation and maintenance of HR resources, training materials, standard operating procedures, and internal documentation; drafts school-wide HR communications; and contributes to continuous improvement efforts by identifying opportunities to enhance processes, strengthen compliance, improve service delivery, and promote an effective employee experience.

 

The position works collaboratively with Ed&IS managers, professional staff, the Business Office, and campus partners, including the UCPath Center, Central Human Resources, the Central Resource Unit, the Division of Graduate Education, and other administrative units. The incumbent also partners with members of the HR team to develop departmental resources, training tools, tracking systems, staffing reports, and databases that support workforce planning, case management, compliance monitoring, and timely follow-up on personnel actions.

 

Additionally, the Human Resources Generalist serves as the School's Commute Coordinator, administering parking and transportation programs through the campus ePermit system.

Payroll, Timekeeping, and UCPath Transactions

1. Serve as Departmental Time Administrator (DTA) and oversee TRS timesheet review, approval, activation, supervisor assignment, deactivation, and pay-cycle completion for staff employees. (E)

2. Process routine and non-routine staff payroll and HR transactions in UCPath and TRS, including new hires, rehires, merits, stipends, severance, intercampus actions, one-time payments, and pay-path actions. (E)

3. Review payroll and time reporting activity to ensure transactions are accurate, complete, timely, and compliant with University payroll deadlines and procedures. (E)

4. Research, resolve, and reconcile payroll discrepancies, including late pay, retroactive adjustments, off-cycle checks, overpayments, final payments, accrual adjustments, and payments owed. (E)

5. Submit manual accrual adjustments, payments, and related UCPath entries as needed to correct time, pay, or accrual issues. (E)

6. Serve as a primary point of contact for payroll-related questions, UCPath issues, supervisor follow-up, and payroll submission errors. (E)

7. Submit and monitor UCPath “On Behalf Of,” S.O.B.O., and CRU cases; maintain tracking systems for active cases, pending follow-up, and escalated issues. (E)

8. Advise employees, administrators, supervisors, and managers on payroll processes, TRS requirements, UCPath procedures, and applicable University payroll policies. (E)

9. Develop internal practices to track and maintain accrual earnings and usage. This includes processing and tracking blood donation certificates. (E)

Recruitment, Classification, and Onboarding

1. Support staff recruitment for career, contract, and limited appointments, including position posting, candidate logistics, application review support, interview scheduling, and recruitment packet preparation. (E)

2. Coordinate recruitment activities in iCIMS and external job boards, ensuring postings and hiring actions align with University policies and applicable hiring requirements. (E)

3. Provide logistical and administrative support to hiring managers and interview panels, including scheduling interviews, preparing materials, suggesting interview questions, and participating on panels as needed. (E)

4. Monitor staff hiring practices within assigned areas to support compliance with UC, federal, and state requirements. (E)

5. Coordinate onboarding for new staff employees, including new-hire orientations, required employment documentation, and timely completion of hiring steps. (E)

6. Ensure required pre-employment and hiring compliance steps are completed, including I-9, fingerprinting/Live Scan, background check, and misconduct disclosure requirements. (E)

7. Update, revise, maintain, and draft job descriptions in JDXpert; provide classification-related analysis and partner with Compensation on approvals for new or updated roles and salary rates. (E)

8. Coordinate timely separation and offboarding actions for staff employees, including required documentation and system updates. (E)

1. Conduct regular audits of staffing, payroll, appointment, and employment records using University systems such as UCPath, CDW, and TRS. (E)

2. Review monthly staffing and payroll reports to identify pay discrepancies, upcoming appointment end dates, employment authorization issues, hourly limits, and records requiring action. (E)

3. Monitor funding reports to identify positions with missing FAUs or appointments charged to default accounts; notify the appropriate fund manager or unit contact for correction. (E)

4. Maintain accurate online employment history records and ensure staff appointment data is current, complete, and aligned with University procedures. (E)

5. Track mandatory training completion and assist with follow-up communications to employees and supervisors to support timely compliance. (E)

6. Coordinate employment-related documentation, including forms, records, onboarding materials, separation documents, and other HR compliance records. (E)

7. Support compliance with University policy, federal and state employment requirements, and internal HR procedures for staff employment actions. (E)

1. Support leave of absence administration at the direction of HR leadership, including coordination with employees, managers, UCPath, Campus Human Resources, and other campus units. (E)

1. Coordinate logistical arrangements for staff events, programs, quarterly trainings, newsletters, and other staff engagement activities. (E)

3. Partner with campus units and external providers to coordinate learning opportunities tailored to the needs of staff employees. (E)

4. Organize annual payroll supervisor training in collaboration with HR team members to reinforce payroll, timekeeping, and personnel policies. (E)

5. Draft and distribute schoolwide communications regarding HR updates, payroll policies, personnel procedures, compliance reminders, and campus information. (E)

6. Create and deliver presentations for school meetings to share HR, payroll, policy, or campus updates with staff. (E)

7. Develop job aids, reference materials, training tools, website content, and standard operating procedures for internal and external HR audiences. (E)

8. Provide individualized training and consultation to new supervisors, managers, and departmental administrators regarding payroll, timekeeping, UCPath, and personnel procedures. (E)
