POSITION SUMMARY

Under general supervision of the Human Resources Manager, the HR Generalist is responsible for supporting and coordinating HR services, policies, and programs for the Semel Institute. Specific areas of responsibility include, recruitment and onboarding, workforce administration, compliance, employee and labor relations (ELR), classification, compensation, leave of absence (LOA), and benefits in conjunction with department leadership and UCLA Campus Human Resources (CHR). The HR Generalist serves as a point of contact to employees, managers and supervisors on human resources matters within the department. The incumbent assesses and anticipates HR-related needs and communicates proactively with department leadership and UCLA CHR.

The Jane and Terry Semel Institute for Neuroscience and Human Behavior at UCLA is a world leader in human neuroscience research, education, and clinical services designed to advance wellbeing and mental health. The Institute provides a collaborative home for preeminent researchers and faculty across many disciplines to study complex human behavior. Their research includes the genetic, biological, behavioral, and sociocultural underpinnings of behavior and the causes and consequences of neuropsychiatric disorders. This transdisciplinary work leads to breakthroughs and developments of new and effective interventions that improve the lives of those around us and across the world.

HR Administration and Compliance

• Serve as a resource for all department employees by responding to HR inquiries and providing guidance, training, and resources on HR policies and procedures.

• Support daily operations by managing the shared HR inbox, logging and routing incoming HR requests, and assisting with departmental communications.

• Manage front desk activities, mail, manage visitor logistics, and completion of projects related to front desk administration. Coordinate equipment inventory, repairs, and facilities services requests as necessary.

• Coordinate and schedule interviews, hiring appointments, meetings, training sessions; prepare meeting logistics including invitations, communications, and catering when necessary.

• Complete personnel actions to in UCPath, including, but not limited to serving as an initiator for hires, separations and ends dates, classification and compensation actions, work location, supervisor changes, title change, transfers, change in appointments, etc. Ensure entries are entered timely and accurately.

• Serve as a primary point of contact for UCPath related inquiries, submitting UCPath On Behalf Of, CRU, and Central Campus cases as needed and tracking resolution. Work with UCPath, Central Resources Unit (CRU), Campus Human Resources (CHR), and other campus partners to resolve errors or discrepancies.

• Coordinate mixed FLSA processes with campus partners and the payroll team to ensure proper appointment setup, payment structure, and timesheet submission methods.

• Obtain approval for all funding sources from the Semel Institute Office of Extramural Support and/or Finance Office prior to processing requests in UC Path. Communicate with department administrators regarding inconsistencies found and resolve problems through communication.

• Oversee the collection and organization of hiring and personnel documentation, including employment action forms, employment application, resumes, new hire paperwork, signed position descriptions, employment contracts and amendments, flexible work agreements, overtime election forms, and other required paperwork.

• Draft, route, and track employment related correspondence such as offer letters, appointment notifications, salary increase notices, welcome communications, and offboarding materials.

• Maintain personnel files and document retention and reporting within designated systems of record to ensure compliance with all regulations and requirements; including oversight of paper-to-electronic file conversion.

• Monitor the I 9 Tracker and employment authorization records, proactively identifying upcoming expiration dates and coordinating reverification or rehire actions as needed.

• Support compliance activities by following up on mandatory training completion, HR and payroll documentation, and flexible agreements with employees and supervisors.

• Prepare and review personnel reports. Make suggestions based on trends and inform department managers and supervisors in advance of proposed personnel actions (Ex: probationary periods, expiring limited appointments, work hours, contracts, work authorization (i.e.: expiring visas), casual restricted, contract, dual and stipend appointments, retention, hiring, etc.).

• Conduct periodic audits of HR data and records to ensure accuracy, completeness and compliance.

• Serve as the department Coordinator for the UCLA Directory Database. Serve as liaison between Semel and Information Technology Services. Process, update and delete department and employee directory inquiries to reflect current contact information. Ensure accuracy of directories, distribution listservs and personnel databases.

• Serve as commute coordinator for staff employees by assisting with parking allocation, special events, transportation resources, and campus commute programs.

Talent Acquisition – Recruiting and Onboarding

• Coordinate and support recruitment and selection processes, providing general guidance on reviewing resumes and applications, screening, interviewing, reference checking, professional license verification, work authorization, misconduct and background checks, and job offers for a wide range of staff positions while utilizing the applicant tracking system.

• Support recruitment activities within the Applicant Tracking Systems, including creating job postings, processing candidate dispositions, submitting closing documentation, preparing employment contracts and amendments, creating and maintaining position descriptions in the PD database, and tracking the status of recruitments.

• Lead work-study program for casual restricted students. Review and post jobs, collaborate with hiring managers, verify awards, and serve as liaison with Graduate Division and Financial Aid offices for management of work-study appointments. Resolve award conflicts and changes to ensure program deadlines are met.

• Lead non work-study student hiring by reviewing and posting job opportunities on the Handshake job board; collaborate with hiring managers and consult with Office of Education as needed to ensure compliance with student hiring policies.

• Coordinate and deliver department new hire onboarding for all hire types (Career, Contract, Limited, Casual, etc.) to support a positive new-hire experience.

• Serve as an I-9 processor. Complete and audit acceptable documents, I-9 and State Oath forms (and Glacier request when applicable) to ensure completeness, accuracy and compliance with employment regulations.

Classification and Compensation

• Review incoming compensation requests and prepared position descriptions. Compile information for accuracy and obtain required supporting documents for review. Request revisions and documents from managers as needed. Submit and package classification and compensation requests for routing approval as directed, and in accordance with policy and local procedure, or collective bargaining agreement.

• Review position descriptions and proposed classification and compensation; provide feedback and recommend revisions to managers as needed.

LOA, Worker’s Compensation, and Benefits

• Serve as a resource for all department employees by answering inquiries and providing general information related to leave of absence.

• Maintain high level understanding of Benefits offerings with the ability to answer general inquiries. Share University benefits information, and partner with UCPath or CHR Benefits team as needed.

• Escalate and provide resources on Work Accommodations and Worker’s Compensation matters. Refer to and partner with the UCLA Insurance and Risk Management Office as needed to support leaders and employees in managing claims.

Employee and Labor Relations

• Coordinate offboarding activities with PIs and administrators, and input UCPath transactions timely and accurately. 

• In partnership with HR leadership, provide general guidance and resources to department leaders relating to policies and procedures, collective bargaining agreements, performance management, the performance review processes, and other appropriate practices, consulting with appropriate central offices as needed.

• Escalate employee concerns or refer employees as appropriate to relevant unit(s), including, but not limited to, Semel and HR Team leadership, CHR, ELR, compliance, Ombud’s Office, Title IX, and other applicable university offices.

• Under direction from department HR leadership and in consultation with CHR ELR, draft and route employee notices as directed.

• Coordinate with department HR and labor relations offices for strike planning, coordinating grievance meetings, and other labor activity.

• Stay current on bargaining union related matters. Monitor updates on bargaining unit activity including accretions, negotiations, and new union contracts and contract changes.

Training, Employee Engagement and Continuous Improvement

• Identify and share appropriate professional development opportunities for employees across the client group; collaborate with HR & Payroll team to support the development and delivery of trainings.

• Assist with the planning and coordination of employee engagement initiatives including staff appreciation events, team-building activities, and wellness initiatives that promote a positive workplace culture.  

• Makes recommendations for process and workplace improvements. Assists with developing and maintaining job aids, standard operating procedures, manuals, tracking systems, training materials, workflows, and website content; support efforts for workplace surveys, audits, and special projects.
