POSITION SUMMARY | Under the direction of the Assistant Director of Human Resources for Campus Life, the Human Resource Analyst provides comprehensive support to the Division of Campus Life. This role is part of the divisional business center, with primary support dedicated to UCLA Recreation, while also assisting other departments within Campus Life as needed. The incumbent provides a wide range of personnel and payroll services; analyzes and develops department payroll reports; assesses payroll/personnel business processes and recommends practices to align with UCPath/TRS requirements; and coordinates with departmental staff in the review and submission of accurate hiring and payroll information. Additional responsibilities include management and execution of livescan fingerprint process; development implementation and training of processes related to personnel, payroll, and the orientation of new employees to TRC and the UCPATH Portal; and the maintenance of personnel files. The qualified candidate will possess the ability to navigate the complexities associated with payroll/personnel and workforce administration and apply their knowledge to the UCPath environment, and have a high aptitude for developing and analyzing various reports to assist department leadership in decision making. | | | |

Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Payroll Administration | 1. Process staff time reporting for monthly and bi-weekly payroll and review time keeping records ensuring compliance with university policies regarding exempt and non-exempt employees, overtime, leave usage and timekeeping documentation. 2. Ensure correct FAU's are being used in the funding of positions and the student wage chart is being adhered too, making updates and adjustments as necessary. 3. Prepare payroll adjustments, request one-time" payments and incentive awards as appropriate. 4. Manage Time Reporting System and DTA's to ensure supervisory reporting relationship information is entered in a timely manner. Update or reset TRS as necessary. Work with other HR staff when updating personnel system to ensure employee pay is not affected. 5. Process and manage the work-study process for the department. 6. Review various HR monthly reports - Beli compliance, employees approaching hours for benefits/career eligibility, employees with work permit/visa expiring or expired, etc. - for compliance. 7. Develop and disseminate correspondence to update staff on changing student pay rates. 8. Investigate and resolve employee pay issues working with UCLA CRU or UCPATH Center as appropriate. | 30% | Personnel Administration | 1. Provide policy and procedure interpretation to managers, supervisors and staff covered by PPSM, MSP and relevant collective bargaining units. 3. Monitor and process all employment status changes including contract extensions, reclassifications, promotions, transfers, stipends, equities, incentive pay, range adjustments, incentive awards, etc. 4. Manage and perform LiveScan fingerprint rolling process for the department. Ensure compliance with DOJ and Biometrics policies and procedures surrounding security of equipment, maintenance of electronic notification mailbox and submission of appropriate no longer interested" forms. Reconcile billing with transactions and coordinate invoice payment monthly. Notify supervisor and/or CAO of any notifications of employee criminal activity. 5. Ensure all other LiveScan fingerprint rollers are compliant with DOJ and Biometrics policies and procedures. 6. Coordinate work-study with students and their supervisors, act as liaison with Work-Study office and employee's supervisor. 7. Prepare on-line personnel transactions to include additional distributions, fund changes, percentage changes, etc. 8. Process on-line entries related to new hires that include I-9 information, BELI designation, position control management, job data updates and etcetera, as appropriate. 9. Monitor limited appointment hours to ensure against auto-career conversions. 10. Process separations and extensions as needed. 11. Provide updates to staff regarding changes to hiring practices. 12. Maintain online hiring memorandum. 13. Serve as liaison with UCPath, Payroll and the Benefits Office to answer questions and resolve problems regarding departmental payroll and benefits. 14. Maintain personnel files, ensuring all documents are properly filed, stored and disposed of according to university policy and guidelines. | 35% | Analysis | 1.
