POSITION SUMMARY

The Director of Finance is the Chief Financial Officer and primary advisor on financial matters to the Associate Vice Chancellor of Facilities Management. The Director supports the Associate Vice Chancellor and is the primary financial liaison with the Administrative Vice Chancellor's Office and the Academic Planning and Budget Office. The Director works in consultation with the Associate Vice Chancellors and Directors heading up each operating unit.

 

The Director of Finance has responsibility for two major functions, overseeing $234.5 million of expenditures with a staff of 9 full-time equivalent (FTE) employees. The annual fiscal responsibility of $234,468,000.00 breaks down to:

Facilities Management - $156,236,000.00

Energy Services - $77,072,000.00

AVC Office, Space and Other Funds - $1,160,000.00

Total Division FTE - 1,031

 

The two major functions of the Director of Finance include:

1. Chief Financial Officer

2. Financial and Accounting Management.

 

The Director of Finance has responsibility for planning, organizing, staffing, directing and controlling the 9 employees that provide accounting and finance services to the 1,031 employees of Facilities Management.

 

The Director conducts strategic planning, evaluation of services and implementation planning to ensure the most cost-effective delivery of support service to the Facilities Management operating units and the Assistant Vice Chancellor. The Director develops work protocols, monitoring and controlling systems and procedures in conjunction with the Directors of each operating unit within Facilities Management.

 

The Director of Finance manages, directs and controls key financial indicators (performance measurements and/or benchmarks) for the organization for the purpose of providing critical data to the Directors and the Assistant Vice Chancellor to ensure proactive, thoughtful and informed decision-making.

 

The Director of Finance is responsible for advising, assisting and consolidating information from the Directors on both short and long-term financial planning for the department. Serves as the FM strategic financial business leader by providing financial expertise to enable the successful implementation of the organization's service strategies and initiatives. Executes a business plan that is aligned with and supports the FM business strategy and focuses on the execution of financial and accounting activities and the delivery of desirable financial results. In collaboration with the Directors and the Assistant Vice Chancellor, the Director of Finance develops the annual budgeting and variance reporting process focusing resources and attention to the frontline managers responsible for financial activities.

 

The Director determines appropriate levels of his staff, in consultation with the Assistant Vice Chancellor, to meet changing and fluctuating work priorities and maintains a balance of permanent and casual staff as well as contracted services to meet immediate objectives in a cost effective manner while ensuring longer range goals are attained.  Develops recruitment strategies, selection, job training, evaluation, career development and employee incentive programs that ensure a highly professional, qualified and motivated workforce.  Directs supervisory and management development activities as well as management incentive programs.  Oversees all forms of the complaint processes such as corrective actions, sexual harassment issues, dismissals and other complaints that negatively impact the organization in a dysfunctional manner.  Financial management responsibilities include budget setting for each of Facilities Management's operating units, monitoring and controlling deviations, anticipating financial trends and initiating proactive responses.

 


Department Summary

The Finance department supports Facilities Management and works in consultation with the Associate Vice Chancellor and Directors heading up each operating unit to monitor finances, control deviations, anticipate financial trends and initiate proactive responses. The department’s input is integral in strategic planning, financial planning and analysis, risk management and budgeting for the Facilities Management division. Finance has responsibility for overseeing over $200 million of expenditures. The annual fiscal responsibility breaking down to: facilities management, energy services, AVC office (Facilities Administration), space and other funds with a division FTE of approximately 1,000. The department has responsibility for providing accounting and finance services to the employees of Facilities Management to include payroll services. In addition to departmental functions, the Finance department is the primary financial liaison with the Administrative Vice Chancellor’s office and the Academic Planning and Budget office.

As Chief Financial Officer (CFO), the Director oversees the $232.9 million annual Facilities Management budgets. The Director works in consultation with the Associate Vice Chancellor and Directors heading up each operating unit. CFO responsibilities include:

1. Developing with the Associate Vice Chancellor of Facilities Management recharge and funding agreements that provide the resources necessary for each operating unit to adequately support UCLA's mission. Working with the Administrative Vice Chancellor's Office, Academic Planning and Budget and the operating units to develop recharge and funding models that fairly recharge users for services and reflect the State funding provided to the operating units. 2. Directing the Financial Managers of the Facilities Management operating units in the development, submission and approval the annual operating budgets and recharge rate proposals. (E)

3. Directing the Financial Managers in the development and reporting of monthly financial performance of each unit and any ad hoc financial reporting that may be required. 4. Supporting the Strategic Planning program of the Assistant Vice Chancellor and Directors of the operating units and their financial staffs. (E)

5. Coordinating the augmentation requests developed for new programmatic initiatives being submitted to the Administrative Vice Chancellor, Executive Budget Committee and Chancellor. (E)

7. Maintaining adequate managerial and financial controls throughout Facilities Management to assure sound management practices and compliance with all University and State policies and regulations. Directing the response to and compliance with all audits and financial control issues. (E)

8. Providing consultation to the Assistant Vice Chancellor and Directors on the impact changes or initiatives will have on the finance and operations of Facilities Management's operating units. (E)

The Finance and Accounting Department reports directly to the Director and provides accounting, accounts payable, payroll, recharge and financial analysis and reporting for Facilities Management Operating and Energy Services units. There are two managers, one supervisor and one payroll analyst in the Finance and Accounting Department and their responsibilities include:

1. Directing the development of the Annual Budgets and Recharge Proposals for each operating unit. (E)

2. Directing the development and reporting of monthly financial performance of each operating unit and any ad hoc financial reporting that may be required. Assuring that financial performance is reported in a timely basis and managers have adequate information to manage their units. (E)
