POSITION SUMMARY

The HVAC Manager, Maintenance reports to the Associate Director with operational responsibility for maintaining all Residence Halls, Residential Suites, Housing Administration Building, ORL Building, Northwest Auditorium, Covel Commons, University Guest House, Bradley Center, and DeNeve Plaza, Lake Arrowhead and Off Campus Housing as needed, in accordance with established University and departmental guidelines.  The incumbent is primarily responsible for coordinating and directing the day-to-day operations of more complex  maintenance and repairs of physical plant equipment, Emergency back up Generator systems, and Water softening systems.  Responsible for plan and specification review for both departmental and division level projects, HVAC & Building Automation Systems and ongoing expansion, and the associated preventative and predictive maintenance programs.  This position is also responsible for administration of contracts and projects, Budget development and control, Access/Security, and Food Service support as assigned.  All work is performed in a cost effective manner with special consideration for building occupants and regularly changing priorities. The work requires frequent review of and travel to construction sites, requiring ability to climb ladders, walk and work in various rough graded sites, and lifting/lowering of weighted objects; diligently initiate, monitor and follow through on all construction/project related activities to ensure work adequately reflects clients' needs. Supervises the work of 19 skilled employees and oversees the work of outside contractors.

SUPERVISION

Assist Management with hiring, training, supervising and evaluating the Housing Maintenance personnel according to University Personnel Policies. Review distribution of employee's workload and evaluate demonstrated ability to meet work standards. Review findings with each employee as required. Recommend employees for enrollment in training sessions, seminars, workshops, etc., that will assist them in meeting current work standards or enable them to qualify for advancement opportunities. Follow University progressive disciplinary procedures whenever discipline is warranted against an employee as a result of conduct or performance deficiencies as authorized by superior management. Regularly inspects completed work orders to insure compliance with work standards. Provide leadership and information to the staff in a professional manner. Review all work procedures within your area to ensure compliance with safety codes and standards and consideration for resident's privacy. Supervise outside contractors to ensure compliance with University and Departmental guidelines. Conduct field inspections to monitor the productivity level and quality of work that is being performed by the maintenance staff. Closely supervises the staff and provides assistance and on-the-job training to improve their skill levels. Assist department manager with the recruiting and hiring of positions outside of HVAC group. Assist with the development and establishment of rules and policies pertinent to the entire department.

FACILITIES MANAGEMENT

Establish work schedules for maintenance personnel to insure the completion of routine work orders in a timely and cost effective manner. Assist in developing and implementing quality control procedures to insure that the completed work complies with established standards. Represent Housing Maintenance with Campus Facilities, outside contractors, service providers, and Student Governments at Food and Environment Meetings, as requested by Management. Coordinate all HVAC & Building Automation System maintenance and repairs undertaken by in-house technicians and outside contractors. Provide Management with a detailed schedule of work to be performed. Develop and implement new computerized building automation controls for existing buildings within HH&S, to maximize and improve efficiency and energy conservation. Review all design criteria and documents for renovations, new construction and retrofit of mechanical systems. Assist with scheduling and coordinating any power, gas or water outage with Facilities and the Residence Hall Managers with the least inconvenience to the residents. Implement and monitor the preventive maintenance of all physical plant equipment on a regular schedule using the Maximo program. Coordinate and monitor unanticipated repairs and upgrades to all physical plant equipment and Building Automation systems. Conduct verifications for compliance to original design concept and control commissioning process on a routine basis. Schedule projects and maintenance of equipment during Spring Break, Winter Break and Transition periods to ensure minimum down time of the equipment and the least inconvenience to the residents. Maintain all required logs and data with regard to AQMD requirements for boilers, generators and HVAC equipment including all freon systems. Maintain LEED Qualified Commissioning Process (QCP) provider  status.

SPECIAL PROJECTS MANAGEMENT

Review as assigned by Management, architectural drawings and specifications for new facilities and/or existing modifications or improvements. Review findings and present recommendations. Represent On Campus Housing Maintenance during on-site construction or remodeling as requested. Upon assignment, review contractor compliance with critical path time sequences and compliance with specifications and standards set forth in contract documents with the University. Review and make recommendations re: major equipment purchases for Housing Facilities prior to purchase to insure pre-consideration for electrical and/or plumbing requirements and best method of installation (in-house staff or outside contractor). Assist in the definition of scope of work and contractual specification for all aspects of projects contracted to outside contractors as to what UCLA expects in the areas of safety, security and quality of workmanship, together with special information, such as time constraints and adherence to Business & Finance standards. Walk jobs with external contractors as assigned by Management. Upon selection of a contractor, review start time and milestone dates and advise Management of anticipated completion schedule. Coordinate various activities of the project, such as fire, security, and health and safety as directed by Management to assure needed interfacing with contractor.  Assure that contractors perform in a professional manner with quality materials and workmanship on a timely basis to meet project cost. Prepare written reports for Management regarding status of existing systems and plans for future enhancements or acquisitions. Assist Management in maintaining as-built drawings on all facilities and update accordingly, as modifications and alterations are approved and executed.

BUDGET ADMINISTRATION

Assist Management with evaluating future physical plant needs for improvement and with the development of the annual major maintenance budget for renovations and enhancement programs. As directed by Management, monitor and control major maintenance operating expenses. Prepare or assist, as requested, in the preparation of Capital Improvement Budgets and Financial Status Reports. Assist with the Implementation and control of the approved annual operating budgets for utilities, allocated and direct maintenance expenditures per established guidelines. Develop and manage systems to assist in the planning and monitoring of the financial progress of designated projects, utilizing systems analysis techniques and advise on the cost control measures. Assist with preparation and development of Division-wide maintenance and utility annual budgets and budget revisions.

Review and recommend purchases of supplies and equipment charged to the maintenance and repair operating budget. Insure that all maintenance vehicles are properly maintained and are in safe working condition.
