POSITION SUMMARY | The incumbent serves as the Assistant Director for Energy Services & Building Controls (ES&BC), providing program management leadership and operational coordination across the department's three functional areas. Reporting directly to the Director of ES&BC, the incumbent is responsible for cross-functional coordination, capital program execution tracking, and departmental operational integration across plant operations, building automation, utility financial management, and campus decarbonization initiatives. The incumbent directly supervises the Energy Engineer (who leads engineering staff), the Energy Management Specialist, and the Energy Analyst, ensuring delivery of energy program analysis, metering operations, EnergyCap reporting, and state/federal carbon reporting requirements. The incumbent supports the Director in translating strategic direction into measurable operational outcomes, consistent with UCLA Facilities Management's Strategic Plan and UCLA's Climate Action goals. Primary program responsibilities include coordination of the Energy Conservation Program (ECP); oversight of the cogeneration O&M contract and related performance monitoring; integration of metering, utility data, and financial reporting; and management of special projects as assigned. Department Summary | Energy Services & Building Controls (ES&BC) is a subdivision of UCLA Facilities Management responsible for campus energy operations, utility management, building automation and controls, and decarbonization program execution. ES&BC manages three functional areas: Energy Services, DDC/Building Controls, and Purchased Utilities, encompassing cogeneration plant operations, LED and ECP capital programs, utility metering and billing, steam and chilled water distribution, and building automation system oversight. The department operates with approximately 25 FTE and manages annual capital program responsibility of $5–10M across LED retrofit, smart metering, water efficiency, and BAS upgrade portfolios. |

Lead cross-functional coordination among ES&BC sub-units (Energy Services, DDC/Controls, Purchased Utilities) to ensure alignment of schedules, budgets, and deliverables. 2. Track execution of major capital and operational initiatives including the Energy Conservation Program, decarbonization roadmap milestones, and metering portfolio expansion. 3. Develop and maintain program schedules, milestone trackers, and status reports for Director review and upward briefings to FM leadership. 4. Identify and resolve execution risks; escalate issues requiring Director or FM leadership intervention. 5. Coordinate with Capital Programs on CIRP/CPS fund management, project initiation, and CIB documentation. 6. Act on behalf of the Director for operational decision-making and stakeholder communication during Director absences. | 35% | Staff Supervision & Development | 1. Support onboarding and training of new staff; identify and coordinate professional development opportunities aligned with ES&BC program goals. | 20% | Operations & Contract Oversight | 1. Support oversight of the cogeneration O&M contract, including KPI monitoring, contractor performance evaluation, and coordination with FM Procurement and Legal on contract administration. 2. Assist in managing utility financial data, purchased utilities budgets, and monthly recharge reconciliation. 3. Coordinate with the DDC Shop Supervisor and Cogen Plant Manager on operational planning, preventive maintenance scheduling, and reliability initiatives. 4. Support steam and energy reduction program tracking, including EnergyCap reporting and UCOP/State carbon reporting requirements. 5. Technically review proposed maintenance, renovation, and capital plans for HVAC and building service systems; provide consultation to Capital Programs and M&A as appropriate. | 20% | Financial & Budget Management | 1. Assist Director in development and monitoring of the ES&BC operating and capital budgets, including Purchased Utilities budget. 2. Review and track project expenditures against approved budgets; flag variances and recommend corrective action. 3. Support development of rate case analyses, avoided cost models, and utility financial projections in coordination with FM Finance. 4. Coordinate with FM Finance on COA entries, recharge allocations, and financial close activities. 5.
