POSITION SUMMARY

The incumbent serves as the Water Resources Manager within Energy Services & Building Controls (ES&BC), providing program management for campus potable water, sewer, and wastewater utility services within the department's Purchased Utilities functional area. Reporting directly to the Director of ES&BC, the incumbent is responsible for water/sewer utility coordination, regulatory compliance, conservation program tracking, and water-related capital and rate-reform initiatives.

This is an individual contributor position with no direct reports. The incumbent supports the Director in translating water and sewer utility strategy into measurable operational outcomes, consistent with UCLA Facilities Management's Strategic Plan and UCLA's Climate Action goals.

Primary program responsibilities include management of campus potable water, sewer, and wastewater utility services, including coordination with LADWP, LA Sanitation, and regulatory agencies on water quality, backflow prevention, and cross-connection control compliance; oversight of water/sewer utility budgets, billing, and recharge reconciliation; and support for the department's water/sewer cost-of-service rate study and metering expansion program (FM Strategic Plan Stream 3). The incumbent tracks water conservation program performance and coordinates with Grounds and other FM units on irrigation and landscape water use, and serves as a key liaison to Capital Programs, FM Finance, Procurement, and campus sustainability stakeholders on water-related initiatives.


Department Summary

Energy Services & Building Controls (ES&BC) is a subdivision of UCLA Facilities Management responsible for campus energy operations, utility management, building automation and controls, and decarbonization program execution. ES&BC manages three functional areas: Energy Services, DDC/Building Controls, and Purchased Utilities, encompassing cogeneration plant operations, LED and ECP capital programs, utility metering and billing, steam and chilled water distribution, potable water and sewer/wastewater utility oversight, and building automation system oversight. The department operates with approximately 25 FTE and manages annual capital program responsibility of $5–10M across LED retrofit, smart metering, water/sewer utility management, water conservation, and BAS upgrade portfolios.

Program Coordination & Execution

1. Lead coordination of campus water, sewer, and wastewater utility programs, ensuring alignment of schedules, budgets, and deliverables across ES&BC, Capital Programs, and external agencies.

2. Coordinate metering expansion (FM Strategic Plan Stream 3) and support the water/sewer cost-of-service rate study, including data gathering, stakeholder coordination, and milestone tracking.

3. Develop and maintain program schedules, milestone trackers, and status reports for Director review and upward briefings to FM leadership on water/sewer initiatives.

4. Identify and resolve execution risks on water program initiatives; escalate issues requiring Director or FM leadership intervention.

5. Coordinate with Capital Programs on water/sewer infrastructure project initiation, CIRP/CPS fund management, and CIB documentation.

6. Serve as departmental point of contact for water-related special projects and initiatives as assigned by the Director.

Operations & Contract Oversight

1. Manage oversight of campus potable water distribution and sewer/wastewater collection systems, including coordination with LADWP, LA Sanitation, and regulatory agencies on water quality, backflow prevention, and cross-connection control compliance.

2. Track water conservation program performance and metering/leak-detection initiatives; coordinate with Grounds and other FM units on irrigation and landscape water use.

3. Support oversight of water/sewer-related service and vendor contracts, including performance monitoring, invoice review, and coordination with FM Procurement and Legal on contract administration.

4. Assist in managing utility financial data, water/sewer purchased utilities budgets, and monthly recharge reconciliation.

5. Coordinate with Capital Programs and Facilities Maintenance on preventive maintenance scheduling and reliability initiatives for water/sewer infrastructure.

6. Technically review proposed maintenance, renovation, and capital plans for water/sewer systems; provide consultation to Capital Programs as appropriate.

Financial & Budget Management

1. Assist Director in development and monitoring of the ES&BC operating and capital budgets, including the Purchased Utilities budget (electricity, steam, chilled water, and water/sewer).

2. Review and track project expenditures against approved budgets; flag variances and recommend corrective action.

3. Support development of rate case analyses, avoided cost models, and utility financial projections in coordination with FM Finance.

4. Coordinate with FM Finance on COA entries, recharge allocations, and financial close activities.

5. Track, understand, and apply budgetary information to support operational and capital program decision-making.

Strategic Planning & Reporting

1. Support the Director in ES&BC contributions to the FM Strategic Plan, Campus Climate Action Plan, and UCOP reporting requirements.

2. Prepare briefing materials, executive summaries, and data analyses for leadership audiences including FM Director, AVC, and campus sustainability committees.

3. Coordinate the departmental goal-setting process, track progress against approved metrics, and compile periodic updates.

4. Develop and maintain documentation standards for program files, project records, and policy/procedure materials.

Emergency Response

1. Participate in FM emergency response coordination with campus personnel and external agencies as assigned.

2. Support post-disaster initial assessment of utility infrastructure and building systems per FM Emergency Operations protocols.

3. Maintain communication with affected campus community and assist in relaying status information during emergencies.
