POSITION SUMMARY | Under the general direction from the Director and/or Assistant Director of Facilities Management- Maintenance and Alterations, cost estimating of new construction, develop project scopes, determine the order of operations for expediency and identify the kinds and amounts of materials required. Responsible for scope clarification and assembling pricing for projects while interacting with clients, architects, and trades to ensure work adequately reflects client's needs and is executed promptly within the project budget. Participate in the Disaster Initial Response Team. | | | |

Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Project Estimating | 1. Prepare job packages using available standards including but not limited to Engineering Performance Standards (EPS), historical data, accepted building and maintenance trade practices to estimate hours, and material. Identifies and reports detail costs, determines amount and type of material needed. (E) 2. Develop or review project scope with clients. Interprets plans, blueprints, specifications, technical directives. Have drawings produced and mechanical, electrical, and plumbing studies done. Create and maintain schedules for projects. (E) 3. Job walks, plan take offs, obtain material quotes, and create contractual documents. (E) 4. Identify and coordinate all project participants from various departments & units including Facilities Management, Capital Programs etc. (E) 5. Obtain appropriate authorization to increase, or decrease job scope if necessary. Ensure appropriate materials and labor are ordered to meet job schedule. (E) 6. Assists in maintaining files of University buildings and system plans/specifications, maintain complete and organized project files at all times during course of project including all appropriate notations to discern project status at any given time. (E) A.             All documentation of project objective and scope of work; B.             Schedule modifications to project scope of work and/ or budget; C.             All agreements, authorizations, contracts, related documents, constructions & bid documents D.             Final report of project expenditures; E.             Agency approvals & necessary building permits, etc. 7. Coordinate project schedule utilizing database such as Athletics and Campus Events, to minimize interruption to University and special events or patient care related activities. Coordinate necessary utility outages, building notifications with on-line outage system, and client communications. (E) 8. Represent the University in contractual obligation with contractors & vendors; take lead role in promptly resolving issues relative to project documents. (E) 9. Enforce UC Policy, ADA ACT, State & Federal safety permit requirements & building codes where applicable. (E) 10. Inspect construction & alterations for compliance with approved building plans/drawings, ADA, and when appropriate use OSHPD. (E) | 50% | Financial Management | 1. Maintain contractor and vendor relation; obtain client approval of design and project budget and obtain client's written approval prior to committing funds for any work, material requisition, and construction contract or change orders. (E) 2. Obtain sufficient funding for project and augment budget as necessary to lien sufficient funds during the course of the project. (E) 3. Process change orders as required. (E) | 20% | Administrative | 1. Coordinate with clients, respond to inquiries by phone and email to provide customer service to clients. (E) 2. Provide feedback to construction management and project management teams. Support Project Management team with estimates, estimation validation reports. (E) 3. Promptly report accidents on the job as per UC policy, Cal OSHA, State and Federal regulations, preparing and submitting accident reports. (E) 4. Enter in project date using Bluebeam, Maximo, estimating software i.e. RSMeans, ect. (E) | 20% | Emergency Response | 1. Use personal discretion to initiate the Facilities Management Disaster Initial Response Team (DIRT) if Manager, Executive Officer, Director, or Assistant Vice Chancellor is not available. (E) 2. May be required to return to work to assume responsibility for any emergency response requiring technical expertise. (E) 3. Ensure that appropriate safety precautions are followed. Exercise discretion as necessary to restrict access to or evacuation of potentially hazardous buildings or campus areas. (E) 4. To the extent possible, communicate with affected campus community regarding the problem and measures being taken. Utilize Trouble Call dispatchers to assist in relaying information to concerned campus personnel. (E) 5. After the emergency has subsided, ensure all necessary follow-up (clean-up, additional repairs etc.) is communicated to appropriate FM personnel. (E) 6. Ensure that necessary communication to the Building Coordinator and/or emergency contact has taken place informing them of the nature of the emergency, the response, the impact to the building, and follow-up if necessary.
