Generally the incumbent is in charge of an area of work, and typically formulates policy for this area but does not necessarily have final authority for approving policy.


POSITION SUMMARY

The Senior Advisor for Capital Budget and Planning serves as a strategic financial resource for campus capital planning. This role is responsible for the development, coordination, and oversight of the campus capital budget and long-range capital planning efforts. This also includes the creation of strategic financial analysis and recommendations related to the capital budget. The position acts as a key liaison between Capital Programs, the Internal Bank, and the central budget office, ensuring timely and accurate communication of financial updates, strategic analysis, risks, and opportunities.


Department Summary

The Office of Academic Planning and Budget advises the VCCFO and Executive Vice Provost regarding campus budgetary planning issues and allocation of campus resources, including issues involving students, faculty, staff, space, and university finances. The office also manages the key campus planning processes and data sets that support these decisions, and performs a central role in UCLA's systems of internal control and accountability.

Capital Budget Development, Management and Strategy

ʉۢ Oversee the creation, development, forecasting, and maintenance of the campus capital and facilities budget, including quarterly reporting and database management.

ʉۢ Maintain and update the process that delineates project oversight responsibilities between Facilities Management and Capital Programs.

ʉۢ For capital projects, ensure compliance with institutional financial policies and procedures.

ʉۢ Collaborate with the Campus Controller to track project invoices and expenditures.

ʉۢ Provide financial guidance to departments on capital project spending and related budgetary matters.

Strategic and Financial Analysis

ʉۢ Serve as the primary liaison between Capital Programs, the Internal Bank, and the central budget office to provide financial updates, risk assessments, and funding analyses.

ʉۢ Act as the initial reviewer for capital projects submitted to the Project Review Group, analyzing funding sources and departmental fund availability.

ʉۢ Work with Capital Programs and Facilities Management to understand forecasted spend, spending rates, and project costs.

ʉۢ Conduct multi-year financial analysis and prepare summaries for projects utilizing campus Internal Bank funding sources or other external financing sources.

ʉۢ Serve as a member of the Project Review Group, contributing financial insights and recommendations.

ʉۢ Represent the Office of Academic Planning and Budget (APB) and the Vice Chancellor and Chief Financial Officer (VCCFO) on the Campus Space Committee.

ʉۢ Support ad hoc initiatives related to capital planning, internal financing, and space utilization strategy.
