POSITION SUMMARY | Under general supervision from the Director of Emergency Management, the Emergency Management Specialist serves as a subject matter expert and project lead for initiatives of critical importance. This position liaises with campus departments to develop and revise emergency operations and response plans, provides support for preparedness training and exercises, responds to emergencies, and ensures readiness of UCLA's emergency response, Emergency Operations Center (EOC), and recovery systems. | | | |
Department Summary | The UCLA Office of Emergency Management (OEM) is responsible for leading the university’s efforts to prepare for, respond to, recover from, and mitigate the impacts of emergencies and disasters affecting the campus community. OEM works collaboratively across departments to develop emergency plans, conduct training and exercises, enhance campus readiness, and ensure compliance with University of California systemwide policies and federal, state, and local regulations. As UCLA continues to grow in complexity—including serving as the designated Athlete Village for the LA28 Olympics and Paralympics—OEM plays a vital role in building a culture of preparedness and resilience across the university. |
Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Emergency Plan Development, Training, and Exercising | Develop, update, and maintain campus-wide emergency operations plans, annexes, and departmental response plans in alignment with UC system policies, local/federal regulations, and best practices (e.g., NIMS/ICS). Conduct risk assessments and gap analyses to inform planning priorities and ensure plans are scalable for a wide range of hazards, including natural disasters, public health emergencies, and large-scale events like the LA28 Olympics and Paralympics. Design and deliver emergency preparedness training for staff, faculty, and students, including EOC operations, evacuation procedures, and response operations. Develop accessible training materials and job aids to support compliance across diverse campus audiences. Facilitate after-action reviews and improvement planning pro | 35% | Emergency Preparedness and Engagement | Design, configure, and optimize mass notification systems (BruinAlert) to ensure timely, accurate, and effective communication during emergencies.
