POSITION SUMMARY

Under the general direction, and with broad discretion, of the Assistant Vice Chancellor of Environment, Health & Safety (EH&S), the Campus Fire Marshal directs and manages the Fire Protection Division, one of six programmatic divisions in EH&S.

 

The Fire Protection Division is responsible for all fire and life safety programs, fire prevention activities, fire investigations, campus compliance with fire protection codes and related regulations, emergency response to fire and hazardous materials incidents, special events fire and life safety, and new construction plan (Title 24) review and life safety construction inspections. The Campus Fire Marshal will proactively assess risks to establish systems and procedures to protect organizational assets and determine strategies for a program with organization-wide impact.  Fire Protection Division programs have campus wide impact, including the UCLA Medical Center, the UCLA-Santa Monica Medical Center, and extends to all UCLA owned/managed off site facilities.  In conjunction with the Office of the State Fire Marshal, programs and responsibilities within the jurisdiction of the Campus Fire Marshal include:

•  fire safety building inspections (Title 19);

•  targeted hazard fire and life safety inspections;

•  construction/renovation plan review & consultation;

•  construction/renovation site inspections and approval;

•  property inspections for office of real estate;

•  code development and promulgation;

•  cause and origin fire investigation; and

•  criminal investigations relating to arson and fire laws. 

The Campus Fire Marshal will also be responsible for the following: 

•  emergency response to fires;

•  UCLA Hazardous Materials (Hazmat) response team coordinator;

•  public assembly special events management for fire safety; and

•  fire safety training and education. 

 

The incumbent will be a part of the Hazardous Materials Management plan development (Business Plan for Los Angeles City Fire Department) in conjunction with the EH&S' Certified Unified Program Agency (CUPA) Coordinator.  The Campus Fire Marshal serves as backup Incident Commander during UCLA Campus hazardous materials incidents and assumes the role of Hazmat Incident Commander during hazardous material incidents. The incumbent also serves on the On-Call EH&S Managers call back list.  ("On-Call" refers to those who are obligated by UCLA employment to mitigate after hours EH&S related incidents.)  The Campus Fire Marshal will develop new programs in response to changing regulations and ensure awareness of and compliance with all applicable rules, regulations, and etc. The Campus Fire Marshal oversees specialized technical programs and serves as an organization expert within these fields.

 

The Campus Fire Marshal also manages the UCLA Office of the Campus Fire Marshal consisting of six Deputy Fire Marshals (two Captains and four Deputies).  The incumbent has significant responsibility to achieve broadly stated goals through subordinate managers. The incumbent determines objectives, directs programs, develops strategies and policies, manages resources (human, financial, and physical - including selection), training, performance evaluations, and as required, corrective action for staff levels and functions with a high degree of autonomy.  The incumbent will develop, implement, administer and monitor budgets and expenses of the UCLA Officer of the Campus Fire Marshal, ensuring compliance with budgetary allocations.

Direct and Manage the UCLA Fire Protection Program

1. Establish new and maintain existing goals and objectives for the Fire Prevention Division and direct the activities of subordinate Fire Protection Division professionals assigned to carry out these critical functions and activities which impact the campus community and neighboring municipalities.

2. Review relevant proposed and new regulations, analyzing requirements and recommending appropriate campus action or response.

3. Develop campus fire prevention policies, procedures and programs to meet regulatory requirements.

4. Direct and maintain the campus implementation of all fire prevention technical programs.

Manage the UCLA Fire Protection Division

1. Manages the UCLA Office of the Campus Fire Marshal consisting of six Deputy Fire Marshals (two Captains and four Deputies). 

2. Manage the Hazardous Materials Response Unit and supervise 40 Hazardous Materials Response Team members.

3. Develop, recommend and manage budget and budget projections for ongoing and long-range compliance and prevention programs, including ongoing responsibility for annual budgetary expenditures to implement Fire Protection Division programs.

4. Represent the Director, as requested, in matters related to fire prevention and emergency preparedness activities.

5. Ensure all team members understand and support the EH&S mission, purpose and objectives. Promote and establish a team-oriented work environment, ensuring intra and inter-team/unit cooperation, communication and professionalism. Establish an atmosphere of mutual support and back up within the group, encouraging interdependence, exchange and productivity as a group and as a unit. Encourage and maintain constructive and positive communications amongst the group members, EH&S teams, and other campus units and departments.

6. Promote the principles of good personnel management and human resources administration. Implement the Chancellor's Management Expectations and the Chancellor's Human Resources Philosophy.

State Fire Marshal (SFM) and Office of Statewide Health Planning and Development (OSHPD) Duties

1. Act as the Lead Designated Campus Fire Marshal responsible for the review and approval of all UCLA construction building plans, construction inspections and final acceptance for building occupancy.

2. Responsible for Title 19 (annual building inspections) program for existing campus buildings, coordinating with the appropriate State Fire Marshal Supervising Deputy for administrative matters, training, quality control, program evaluation, and technical guidance.

3. Act as representative with delegated authority to be the lead Office of Statewide Health Care Access and Information (HCAI), formerly Health Planning and Development (OSHPD), which includes plan review and construction field inspections on HCAI's behalf for the fire and life safety portion of the covered occupancies owned by UCLA.

4. Develop procedures to implement the SFM (State Fire Marshal) & HCAI-UC memorandum of understandings (MOU's), including activity measurements, standard processes, resolution of code disputes, and appeals processes.

5. Consult with Architects, Professional Engineers, Project Management and other Design Professionals to provide timely and accurate information regarding the Design and Project Development of major and minor Capital Improvement projects.

Act as the UCLA Liaison to All Stakeholders and Regulatory Agencies

1. Serve as a resource and liaison for executive protocol in resolution of fire and life safety issues with senior campus administrators (Vice Chancellors, Associate Vice Chancellors, Directors) and external senior level representatives (Fire Chiefs and Fire Marshals).

2. Perform liaison functions with the Office of the State Fire Marshal; the Office of Statewide Health Planning and Development, the State Arson and Bomb Squad; the UCPD; the Fire Departments in the City of Los Angeles, the County of Los Angeles, and the Cities of Santa Monica, and Culver City; and other regulatory agencies as appropriate.

3. Primary contact for UCPD and other municipal emergency response units for fire, explosion, and some hazardous material spills. Delegate response to other Fire Protection Division staff as appropriate.
