POSITION SUMMARY | Under the direction of the Director, Insurance and Risk Management, the Disability Management Program Manager develops and implements programs that focus on compliance with disability employment practices and on the reduction of disability benefit costs through early return to work and ergonomic interventions. The Employee Disability Management program's four major areas of responsibility include: occupational injury or disability, non-occupational injury or disability, UCRP Disability Income Plan, and UC Preventative Rehabilitation. Provides expertise, advice, and training to campus departments in State and Federal disability laws and UC polices, Federal Rehabilitation Act 73, 504, California Workers' Compensation laws and on principles and practices of Disability Management. Assists with the implementation and coordination of UCLA's Transitional Return to Work program and supervises Job Accommodation programs for employees with Workers' Compensation and non- occupational disability. Interfaces with Campus and local community resources such as medical, legal and insurance professionals and is responsible for outreach and marketing of vocational rehabilitation disability management. Interfaces with Ergonomic Program Manager in ergonomic activities. Supervises Disability Management Consultants. | | | |
Department Summary | Insurance & Risk Management, a unit within the Office of the Vice Chancellor and Chief Financial Officer, enables UCLA departments to manage risk associated with their objectives by identifying potential events and providing tools to manage outcomes. By creating effective risk management strategies at the operational level to reduce largest cost drivers, IRM can reduce the loss exposure and protect the resources which enable the mission of research, teaching and public service to continue. |
Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Disability Accommodation, Ergonomic and Cost Reduction Management, Supervision and Administration | • The Manager analyzes disability management exposures at a campus-wide level and formulates programs, training and outreach to mitigate these exposures working with campus partners such as ER/LR, Academic Personnel Office, Staff & Faculty Counseling, EH&S, Ergonomics, OHF, Campus legal, and department leadership. • Provides primary guidance and supervision over the Disability Management Consultants (EDMS Staff) who perform a variety of employee disability management services including but not limited to Transitional Return to Work, Job Analysis, Job Accommodation Evaluation, Interactive Process activity, Alternate Job reassignment and medical separation activities. • Oversees departments' and EDMS staff's analysis and recommendations for medical separation and reviews with the Director. • Provides support and guidance to EDMS Staff involved in legal proceedings such as depositions and testimony. • Holds regular team meetings with the EDMS staff including a formal agenda to review cases, clearly communicate expectations and keep staff apprised of current projects/procedures. • Promotes teamwork on a daily basis by organizing, motivating and leading team activities. • Establishes and maintains effective working relationships with a diverse constituency of partners both inside and outside of the University, including senior and executive campus managers. Partners with Ergonomic Program Manager to identify strategies to reduce ergonomic risk factors. Develops and disseminates complex program information and implements key disability management initiatives such as the Rate Additive Process. • Promotes transitional return to work throughout campus and motivates EDMS staff to expand TD savings generated by early return to work in workers' compensation claims. • Manages monthly meetings with key departments on disability management and workers' compensation case reviews and issues. Responds to requests for similar meetings by other campus partners. • Serves as a subject matter expert and campus resource for information, guidance, and counsel on the disability management process as it relates to FML, FEHA, ADAAA, CFRA, PDL, and UC PPSM and CBA's. • Oversees accurate and timely casework documentation, and monitors vendors' performing occasional consulting services. | 25% | Disability Accommodation, Ergonomics and Cost Reduction Management, Supervision and Administration | • Maintains appropriate records and statistics and prepares reports required by law, policy, procedure and/or management. • Establishes, organizes and implements appropriate education/training programs to assist campus supervisors/managers in realizing the direct link between complying with disability laws and policies and legal risk exposures, as well as the link between early return to work and workers' compensation cost savings. • Develops and maintains a data base of information related to program services and employees receiving such services for the purpose of quantifying work volume and program effectiveness. Generates data and analysis for Assistant Director and Director. Provides reports to key campus partners. • Reviews with the Ergonomic Program Manager, the assignments and tracks and monitors the number of ergonomics cases and projects, occupational and non-occupational TRTW cases, Job Analyses, and Interactive Process assignments to the EDMS staff with the objective of maximizing team efficiency. • Prepares annual reports including the Rehabilitation Report for UCOP and the WC Rate Additive report. Presents to campus leadership on EDMS activities and accomplishments for budget requests. • Represents UCLA concerns at professional conferences and serves as liaison with private and public agencies related to the rehabilitation process. • Reviews and approves all training of Employee Disability Management teams and assists in cross training of employees within the Ergonomics. • Completes annual Performance Appraisals and provides ongoing feedback to EDMS direct reports. • Manages budget and resources to allocate funds to support Disability Management programs. • Participates in the interviewing/hiring process. • Upholds the highest standards of the delivery of disability management services for campus clients and assures that the EDMS staff is compliant with these standards. | 25% | Employee Disability Management Consulting | • Maintains a complex caseload and provides disability management services to disabled employees including academic appointees; case management and consultation services to campus departments on compliance with UC Policies Collective Bargaining Agreements, ADAAA, FEHA, FMLA, CFRA, PDL, Federal Rehabilitation Act 73, 504, California Workers' Compensation laws and on principles and practices of Disability Management. Determines eligibility for services through evaluation and interpretation of medical and legal information/reports and evaluates vocational rehabilitation potential. • Performs the highest level of analysis on many complex variables requiring knowledge of a wide range of disability and employment related concepts, principles, laws, regulations, and campus practices. • Responsible for consultation and recommendations on appropriate options such as workstation evaluations, job modification, medical leave of absence, transitional employment, vocational counseling, career testing and assessment, reasonable accommodation, undue hardship analysis, medical separation, and referral for related services. • Conducts job analyses to identify and assess physical capacity from employee and departmental input. May assist treating physicians in comparing functional capacity to job requirements to determine appropriate modified or alternate work. • Handles highly complex, confidential, and sensitive assignments regularly collaborating with campus leadership including staff and academic human resources, labor/employee relations, UCLA & OGC legal, compliance and diversity, EH&S, SFCC, and Ombuds and with external offices including UC's third-party claims administrator, and outside defense attorneys for both workers' compensation and civil cases. • Facilitates the interactive process from the first point of knowledge of an employee with a disability and implements UCLA's Transitional Return to Work (TRTW) program. Evaluates potential for continuation of work or return to work for employees who have temporary or permanent medical restrictions by assessing the need for workstation ergonomic evaluation, return to work evaluations, job accommodations and expedites the services needed. • Promotes alternate employment opportunities for disabled employees and applicants in compliance with state and federal employment laws and UC policy/Collective Bargaining agreements and procedure. Performs job search activities, job development, development of job accommodations, and analysis of essential job functions and physical work demands. Supports other EDM return to work activities. Consults and facilitates accommodations for job applicants. • Participates in legal case coordination for workers' compensation and civil litigation cases including summary and analysis of disability related employment actions. May testify and be deposed on behalf of UCLA on legal issues related to worker's compensation claims and to civil litigation where the case involves elements of disability, the Interactive Process and/or reasonable accommodations. Prepares for participation in monthly workers' compensation claims reviews and monitors claims activities of the TPA to assure timely and appropriate services to industrially injured UCLA employees. • Provides ongoing guidance and information to the Claims Examiners and W.C.
