POSITION SUMMARY

Under the direction of the Employee Disability Management Program Manager and/or Assistant Director of Insurance & Risk Management, incumbent is responsible for providing disability management services to employees with disabilities, case management and consultation services to campus departments on compliance with UC Policies Collective Bargaining Agreements, ADAAA, FEHA, FMLA, CFRA, PDL, PWFA, Federal Rehabilitation Act 1973, Section 504, California Workers' Compensation laws and on principles and practices of Disability Management. Performs the highest level of analysis on many complex variables requiring knowledge of a wide range of disability and employment related concepts, principles, laws, regulations and campus practices. Responsible for consultation and recommendations on appropriate options such as workstation evaluations, job modification, medical leave of absence, transitional employment, vocational counseling, career testing and assessment, reasonable accommodation, undue hardship analysis, medical separation and referral for related services. Handles highly confidential and sensitive assignments regularly collaborating with campus leadership including Employee & Labor Relations, Academic Personnel, Campus and OGC Legal Counsel, Deans and Assistant Deans, Department Chairs and Administrative Directors.Facilitates the interactive process from the first point of knowledge of an employee with a disability and implements UCLA's Transitional Return to Work (TRTW) program. Promotes alternate employment opportunities for disabled employees in compliance with state and federal employment laws and UC policy/Collective Bargaining agreements and procedure. Performs job search activities, job development, development of job accommodations, and analysis of essential job functions and physical work demands. Supports other EDM return to work activities. Consults and facilitates accommodations for job applicants. Participates in legal case coordination for workers' compensation and civil litigation cases including summary and analysis of disability related employment actions. May testify and be deposed on behalf of UCLA on legal issues related to worker's compensation claims and to civil litigation where the case involves elements of disability, the Interactive Process and/or reasonable accommodations. Interacts and coordinates with different campus offices and departments including staff and academic human resources, labor/employee relations, UCLA & OGC legal, compliance and diversity, EH&S, SFCC, and Ombudsman and with external offices including UC's third party claims administrator, and outside defense attorneys for both workers' compensation and civil cases. Prepares for participation in monthly workers' compensation claims reviews and monitors claims activities of the TPA to assure timely and appropriate services to industrially injured UCLA employees. Provides ongoing guidance and information to the Claims Examiners and W.C. Defense Attorneys on relevant employment issues. Analyzes and makes recommendations in the workers' compensation process in order for UCLA to remain compliant with laws, policies and contracts protecting disabled employees.

ʉۢ For employees with occupational and non-occupational medical conditions and disabilities, provides disability case management from the first knowledge of an employee who may require an accommodation to ongoing services throughout the duration of the interactive process including alternate job placement. Researches and evaluates reasonable accommodation options.

ʉۢ Interprets, analyzes, and evaluates medical documents for functional capacities and managerial alternatives concerning reasonable accommodation. Independently develops Transitional Return to Work plans; provides consultation for job restructuring (TRTW), work site modifications, and acquisition of adaptive services and facilitates the placement process. Provides information and referral to employees with behavioral or personal problems affecting their work performance. Counsels disabled employees and applicants on entry or reentry into campus workforce. Independently conducts transferable skills analyses to develop vocational alternatives. Provides counseling to injured workers on skills, knowledge, and abilities for vocational alternatives.

ʉۢ Prepares job analyses to evaluate physical/mental demands, evaluates essential job functions, identifies, recommends and implements appropriate job accommodations to properly and safely match disabled workers with temporary and/or with permanent job placement opportunities. Administers the evaluation process for the University's Transitional Return to Work Program and STD/LTD carrier's Stay-At-Work/Return-To-Work Program. This function supports UCLA's transitional return to work and alternate job placement services.

ʉۢ Conducts meetings with employees, department leadership, human resources, union representatives and legal counsel to facilitate the interactive process for job accommodation. Uses knowledge of vocational rehabilitation practices, policies, as well as disability and leave laws to inform and influence parties.

ʉۢ Facilitates clear and concise communication, both verbally and via written correspondence, with disabled workers, medical providers, Safety Specialists, Ergonomists, employee/labor relations, human resources and department leadership local and external legal to address accommodation issues.

ʉۢ Responsible for high level expert advice and guidance regarding practices of disability compliance to department administrative and academic leaders, managers and supervisors. Performs in-depth analysis of UC and UCLA staff and academic personnel policies and procedures, union contract agreements, federal and state regulations, and UC benefits regulations, to provide policy interpretation and procedural guidance on Leave, Reasonable Accommodation and Medical Separation articles, including risk analysis at the highest level related to medical separation.

ʉۢ Communicates with Claims Examiners, Health Care Providers, Human Resources, hiring managers, EH&S, legal and union representatives and other internal and external resources to facilitate disability management services. Such communication includes strategic analysis and recommendations.

Job Accommodation Process

ʉۢ Prepares detailed reports on the reasonable accommodation evaluation process, including phone call notes, meeting notes, follow up contacts and tasks, analyses, conclusions, recommendations and other related case management activity. Also prepares industry-standard, essential function job analysis reports.

ʉۢ Provides consultation, guidance, recommendations and analyses to campus leadership, the third party administrator, internal and external legal on disability compliance, implementation, risks and medical separation.

ʉۢ Maintains notes, diary listing and data base entry of lost days saved in the claims management system (iVOS), and Excel to record productivity and to maintain efficient case management. Maintains all documentation and client files in compliance with confidentiality laws and regulations and in accordance with Professional Code of Ethics.

ʉۢ Participates in meetings as a Vocational Expert in both civil and workers' compensation legal coordination meetings and proceedings in defense of grievances, lawsuits, 132a allegations, EEOC and DFEH complaints. Represents the University's interests by serving as a Vocational Expert, Person Most Knowledgeable (PMK), percipient witness, and/or non-retained expert in providing information and testimony in hearings regarding disability discrimination actions alleged to have occurred at the University.

ʉۢ Promotes the disability management process, return to work and alternate job placement throughout the University and fosters relationships with decision makers. Interacts with a diverse constituency, including hiring managers, campus recruiters, and human resources personnel and disseminates information on the disability placement process and return to work initiatives.

ʉۢ Works closely with the manager and/or Assistant Director to support the reasonable accommodation evaluation process.

ʉۢ Drives either a personal vehicle, walks or obtains UCLA shuttle transportation to perform on campus case related responsibilities.
