POSITION SUMMARY | Reporting to the Associate Vice Chancellor-Capital Planning and Finance, the Director of Contract Administration has lead responsibility in structuring and administering legally binding contractual documents that establish business relationships between the University and outside professionals (design professionals, construction contractors, and professional consultants) for the campus' overall capital improvement program. Professional contracting services are provided in compliance with applicable laws and system-wide and campus policies and procedures. The Director advises campus senior leadership of contractual rights and obligations and provides interpretation of terms and conditions. The Director exercises critical judgment in the development and implementation of specialized contracting methodologies for each campus department (Capital Programs, Facilities Management, Housing Administration, Medical Center, Information Technology Services, and Athletics). The Director is the primary liaison with the Office of the President and the Office of General Counsel for all contractual matters, takes an active role in system-wide committees that determine the direction of the UC's capital program contractual approach, and acts as a resource for other UC campuses. The Director possesses expert-level contract administrative skills and technical expertise in CM@Risk, Design Build, Progressive Design Build, and Job Order Contracting, and oversees a highly specialized team of Contract Administrators who annually issue more than 1,000 design and construction contracts and agreements valued in excess of $250 million. | | | |
Department Summary | UCLA Capital Programs is responsible for the planning, design, and construction of capital improvement projects at one of the nation's leading public universities. Responsibilities include development of financial strategies, programming, planning, environmental reviews, contract administration, project management, construction management, and inspection services. Contract Administration is responsible for the development and execution of all legally binding construction contracts and agreements supporting the successful execution of all major and minor capital improvement projects for the campus. |
Key Responsibilities and Essential Functions | Function | Responsibilities | % Time | Management of Contract Administration | Ensure Contract Administration services adhere to all applicable policies, statutes, procedures and guidelines. • Oversee resolution of contract-related disputes (bid protests; bid irregularities; hearings; subcontractor substitutions; etc.). • Develop strategic plans, objectives and procedures to improve departmental performance and services. • Oversee development and implementation of formal training programs for in-house staff and outside professionals to ensure compliance with University policies and procedures. • Oversee Contract Administrators and subordinate managers and provide training and mentorship to expand core competencies in all areas of Contract Administration. • Oversee responses to Public Records Requests under the California Public Records Act and federal Freedom of Information Act and respond to subpoenas for University records. | 40% | Contract Development / Bid and Execution | Develop and issue complex construction contracts and manage all aspects of the bid and award process in compliance with UC Policy and Public Contract Code. • Review contracts and agreements prepared by others, ensuring compliance with applicable laws, policies and guidelines. • Review technical specifications for compliance with legal and policy requirements. • Lead Pre-Bid Conferences and Proctor Best Value Evaluation Committees. • Evaluate Bids, address Bid irregularities, draft and issue Bid Protests responses, represent the University in Bid Protest Hearings. | 40% | Contract Advisory Services | Engage with Leadership to establish strategic plans and objectives related to the Capital Improvement Program. • Advise Leadership, Senior Management and Professional staff on Public Contract Code, UC Policy and legal issues related to contract administration. • Engage with Senior Management to understand project needs and advise on appropriate delivery methods. • Provide interpretation of contractual requirements and advise on appropriate responses to contractual failures and performance issues. • Draft and issue formal Notices and project correspondence. | 10% | System-Wide Collaboration | Function as the point of Contact with Office of the President and Office of General Counsel for all contractual related matters. • Collaborate with Office of the President and Office of General Counsel on the development of new contracting methodologies. • Provide advice and guidance to other UC campuses on contractual related matters. | 10% | | | | | |
