GENERAL DIRECTION - Indicates that the incumbent receives guidance in terms of broad goals and overall objectives and is responsible for establishing the methods to attain them. Generally the incumbent is in charge of an area of work, and typically formulates policy for this area but does not necessarily have final authority for approving policy.


POSITION SUMMARY

This position resides within the Vice Chancellor and Chief Financial Officer (VCCFO) organization and provides advanced campus-wide financial analysis, management of the campus budget data along with associated budget office tools, and oversight of campus reporting development and management. The role is split between two primary functions:

 Campus Budget Office Support: Deliver analytical support to the Associate Vice Chancellor (AVC) and Directors within the Campus Budget Office. Responsibilities include providing data analysis, interpretation, and insights to inform strategic decision-making; supporting reporting needs; and overseeing the design and strategic alignment of systems used by the campus budget office.

 Financial Data & Reporting Support: Lead the design and development of financial reports, train team members on various reporting tools, develop guidelines and training materials, validate reports, and collaborate with campus stakeholders to gather requirements and deliver accurate, actionable reporting.


Department Summary

The Campus Budget Office advises the VCCFO and Executive Vice Provost regarding campus budgetary planning issues and allocation of campus resources, including issues involving students, faculty, staff, space, and university finances. The office also manages the key campus planning processes and data sets that support these decisions, and performs a central role in UCLA's systems of internal control and accountability.

 

The Financial Systems, Security and Reporting unit advises the VCCFO on finance and budget systems, reporting and security. The office oversees and manages the business processes, data, applications, security and reporting for the University’s financial, budget, payroll and student financial systems.

Campus Budget Office Analytical and Systems Support

 • Provide direct analytical support to the AVC on strategic initiatives and projects.

 • Support Directors and teams with data analysis, interpretation along with insights to inform strategic decision-making.

 • Collaborating directly with APB AVC and APB Directors, oversee and lead the design and strategic oversight of key budget systems used by the APB office. This includes the campus Oracle budget and planning system “CBIG” (includes budget input, workforce planning, and revenue cubes), Tableau, Transfer of Funds system, Position Allocation System and the campus Commitment System. 

 • Ensure alignment of budget systems with budget office analytical and operational needs.  Translate the team’s new ideas into system features and tools that support campus-wide financial planning and reporting.

 • Ensure integrity of data within various budget systems.

 • Focus on strategic and functional design of systems (not technical maintenance).

 • Provide input on actuals and payroll reporting.

 • Train team members on Cognos, Tableau, and CBIG for report development.

 • Create guidelines and training materials for report development and data utilization.

 • Review and validate reports developed by the team for accuracy and compliance.

 • Meet with campus stakeholders to determine reporting needs, gather requirements, and develop solutions.

 • Collaborate with DTS to create Cognos models for reporting.

 • Analyze data sources, refine data sets, and resolve data integrity issues.

 • Develop standard budget reports for campus and central management.

 • Conduct ad hoc analysis and reporting for APB and CFO as requested.
