JOB SUMMARY

Job Summary

Under the supervision of UC Davis and through the direction of the California Department of Public Health (CDPH) Assistant Public Health Officer, this position serves as the Chief Data Officer (CDO) for CDPH and is responsible for overseeing CDPH’s data strategy, data governance, and data compliance and protection requirements to enable public health programs and partners to have quicker and more accurate data for more meaningful data driven decisions that advance health equity. The CDO is responsible for working closely with CDPH’s IT Services Division (ITSD), Chief Information Officer (CIO), and Chief Technology Innovation Officer (CTIO) to co-lead  the modernization of current public health data and surveillance systems at CDPH in service of more meaningful and actionable data that supports public health goals. 

 

The CDPH CDO oversees the Division of Data Strategy and Governance (a team of about 11 FTE) and, in collaboration with executive leaders across CDPH, is responsible for establishing a data governance structure; fostering and promoting a culture of data use by enabling and encouraging programs to share data to collaborate on common issues and related programs; and employing and analyzing operational data to improve program performance. The CDO shepherds statewide public health efforts to streamline data access, modernize data management and services, and accelerate effective use of data in decision making. This position ensures that these activities and efforts align with CDPH's goals for its programs and leads the development and implementation of enterprise-wide data management policies, practices, and standards for CDPH. The CDO serves as a liaison to the Center for Data Insight and Innovation (CDII) and collaborates with CDOs from other state and federal agencies.

 

In collaboration with CDPH’s CIO and CTIO, this position will co-lead CDPH’s public health data modernization and transformation work while facilitating the execution of multiple grant and funding deliverables (see addendum) related to data modernization. This includes but is not limited to: creating value through data optimization and acquisition; envisioning data-enabled strategies; developing, implementing, and updating a data strategy and roadmap; enabling all forms of business outcomes through analytics; establishing data analytics and policy governance; and aligning with enterprise information and technology strategies and policy and with relevant regulatory, legal, and ethical mandates.

Lead the Development, Implementation, and Alignment of Data

 • Develops data strategy practices that advances health equity and assures the ongoing relevance of CDPH’s data strategy in association with Local Health Departments and stakeholders.

 • In collaboration CDPH’s IT Services Division (ITSD), directs and oversees the development of short and long-term enterprise data projects.

 • Fosters and promotes a culture of data use and data driven decision making by enabling and encouraging programs and government agencies to share data to collaborate on common issues and related programs.

 • Develops, establishes, and maintains a data governance program to develop, implement, and align data standards, policies, and procedures.

 • Develops and implements master data management (MDM) policies to effectively control CDPH’s master data. Identifies CDPH’s master data and establishes a standard definition for business-critical data that is shared across the enterprise and collectively represents an authoritative source of master data.

 • Directs and oversees the development of short and long-term analytical and interpretive projects involving a wide range of program policy and oversight issues.

 • Directs and oversees the development of short and long-term strategic plans for data modernization projects including a wide range of technology and innovation issues such as use of data cloud architecture, structured and unstructured data asset linkage, data file storage and manipulation, data asset inventory, appropriate role-based access, data transfer and sharing, and internal and external publication.

 • Pursues the implementation of these plans in partnership with ITSD and CDPH Centers and Offices.

 • In collaboration with ITSD, leads the development of methodologies and standards for technology advancement and objectives, through rigorous research throughout the Department, such as data intake and automation, data architecture, data cleaning methodologies, surveys (internal and external), disaster mitigation and recovery, quasi-experiments, machine learning, geographic information system (GIS) and other modeling, and dashboard production.

Develop and Navigate Policies, Practices and Procedures

• Provides guidance to CDPH senior leadership regarding enterprise-wide data governance and data strategy.

 • Leads development of policies or statutory changes to enable modernization or enhancement of data sharing capabilities.

 • Develops policies and practices on complex and politically sensitive data curation issues through:

  (1) initiating external & internal program evaluations.

  (2) working with interdisciplinary stakeholders including internal department customers, contractors, and other state entities

  (3) developing new legislative language and coordinates bill analysis to determine the department's position on legislative proposals that affect CDPH program data.

  (4) lead development of policies or statutory changes to enable modernization or enhancement of data sharing capabilities.

 • Represents the department and complies with independent audits as necessary.

 • Leads internal regulatory and compliance programs pertaining to data-related assets.

 • In collaboration with CDPH’s Office of Compliance, ensures the performance of internal audits of data assets and processes, as appropriate.

 • Formulates, analyzes, and makes recommendations on the impact of data-related legislation and plans for its implementation under the direction of State, departmental and other applicable government policies, and regulations.

 • In collaboration with ITSD, formulates, analyzes, and makes recommendations on the impact of data related technology, international standards, and technology policy, reflecting the latest trends and changes occurring throughout the government and private sectors as it applies to data, data management, and data analytics.

Develop Standards for Data Use, Quality, and Integrity

 • Oversees the availability, usability, quality, and integrity of CDPH’s enterprise-wide data in coordination with the CDPH Information Security Office (ISO) and the Privacy and Security Office.

 • Assures the deployment and management of data quality monitoring practices.

 • In coordination with the CDPH CIO, oversees the integration and staging of data, and development and maintenance of data lakes, data warehouse and data marts, for appropriate use throughout CDPH.

 • Partners with the CIO and CTIO to scan the horizon for emerging management tools, skills, techniques, and technologies as it applies to data, data management, and data analytics.

 • Collaborates with the ISO to identify security and risk implications for data assets.

 • Creates and expands open data offerings to enable better government and public health services.

 • Participates in the development of methodologies and standards for technology advancement for automated processes for the department, such as data storage and transfers, data cleaning, surveys of licensees and evacuees during disasters, GIS and other mapping, and dashboard production.

 • Develops and implements data integration, linkage, curation, modeling, analysis, inference, exploration, and for the outcomes-based utilization of the Department’s data assets.

  • Establishes and maintains positive relationships with Department management, executive staff, and other key stakeholders.

 • Resolves critical issues with customers and stakeholders.

 • Drives effective communications across the enterprise and promotes consistency, transparency, and a unified message.

 • Participates in the following governance domains: business strategy and planning, management and financial reporting, enterprise architecture, information technology strategy and planning, and risk and compliance, which includes participating in other governance forums where the CDO's input is desired.

 • Collaborates with stakeholders to develop and implement data accessibility and management policies, that provide operations guidance to ensure the availability, usability, quality, integrity, and security of data assets.

 • Represents the CDPH regarding the data governance program with the California Department of Finance, California Department of Technology, California Health and Human Services Agency, the Center for Data Insights and Innovation, and California Government Operations Agency.

 • Establishes and maintains positive relationships with external stakeholders, such as Local Health Departments, vendors, trade groups, and other organizations to ensure awareness of changes to the IT and data landscape and public health sector and health care industry.

 • Represent CDPH at local, state, national, and international forums dealing with public health data strategy, data modernization, and informatics.

 • Testifies before committees, control agencies, and governmental review boards.

 • Develops and maintains statistical reports to meet external reporting requirements in accordance with state regulation and policies.

Data Strategy

 

 Help CDPH identify where we are within a data maturity model and determine areas for prioritized focused development.

 Oversee updates and additions to CDPH’s current data strategy to ensure alignment with business goals, including:

o Building upon the work done for IT and Data Modernization under Future of Public Health, facilitate the enterprise-wide vision and goals for data modernization, incorporating services and resources available from CDC, other health departments, public health, health care, and city/county/state governmental stakeholders.

 Develop a roadmap to visualize how CDPH is setting up and supporting a new public health data infrastructure.

 In collaboration with the CDPH CTIO and CIO, create a unified perspective of departmentwide data modernization efforts under various centers and offices, using various funding sources.

 

Data Inventory and Landscape

 Develop and execute a plan for prioritizing elements of a department-wide data dictionary, data display, and data sharing standards.

 Oversee the development of a comprehensive inventory of current data sources and datasets, conducting an analysis of incentives and barriers to standards adoption, assessing current state public health data quality, and prioritizing resources.

 Develop and maintain a landscape analysis of major data initiatives affecting CDPH that includes, but are not limited to, the following CalHHSA initiatives:

o Research Data Hub

o Common Application (for research requests)

o Data Exchange Framework

o Person Matching Project

o Data Disaggregation Guidelines

 Develop a baseline tool and repository that includes: data sources, data sets, data in the CalHHSA Open Data Portal, data standards, data products (reports, dashboards, SFTP files)

 

Data Governance

 Develop and oversee an enterprise-wide data governance framework and structure for departmental data governance that empowers teams and leaders to increase accountability; establishes clear communications; establishes data standards, policies, and procedures; manages change and risks; and enforces compliance with legal mandates and other requirements.

o Provide oversight for relevant sub-committees, taskforces, and workgroups to develop common definitions, nomenclature, and standards for all programs and stakeholders to align upon and follow.

o Coordinate and align data dictionaries (or data biographies-more inclusive product) across CDPH programs

 

Data Architecture and Quality

 In collaboration with IT Services Division (ITSD), design the organization's data architecture, ensuring scalability, interoperability, and integration across systems.

 Conduct a needs and assets assessment and develop recommendations for the analytics workspace, considering prior analyses.

 Develop enterprise information management principles, policies and programs for stewardship, advocacy and custodianship of data and analytics, in concert with legal, information security, and corporate risk and compliance offices.
